The Head of Procurement reports to the SVP - Strategy and Business Operations with the goal to Lead and further develop the Procurement function delivering end-to-end Procurement support to QBE businesses globally and locally.The purpose of the Procurement function within QBE is to enable the creation of value for QBE, its customers and partners, through partnering with the business to deliver strategic, cost-effective supply solutions with sustainable outcomes and mitigation of supply chain risks, in a manner that is consistent with our DNA.
Primary Responsibilities
• Strategy and Planning
•Development and leading Procurement Business plans and strategies for the further development of the Procurement function and define Procurement strategies in line with the overall QBE business strategy and objectives
•Development and contribution to define and implement annual and multi-year category strategies including engagement of business units and identification of initiatives
•Provides insight on future direction of Procurement, continuously considering market and scanning horizon
•Set economic and/or qualitative and quantitative targets for each procurement action
•Managing stakeholder and flexible to work different hours to cater to different geographies.
•Policy, Process and Procedures
•Development and ownership of Global as well as local Procurement Policy and Procedures and end-to-end Procurement Processes
•Advocates and champions strategic sourcing value & approaches across QBE, driving compliance to policy
•Ensure development, implementation and adaptation of Sustainable Procurement inclusion by Social enterprises and review supply chains to comply with QBE’s Code of Ethics and the Modern Slavery Act.
•Supplier/Customer Focus
•Development, implementation and ownership of Supplier Management Framework and Handbook for Global Operations and suppliers
•Drive the improvement of supplier performance through proactively managing relationships, measure performance against contractual requirements, service standards and adherence to commercial provision
•Establish and maintain strong relationships with executives, GM’s and business unit representatives (e.g. Supplier panel managers) to collaboratively drive benefits from supplier relationships
•People Management
•Lead and manage the operations of service delivery and procurement function and FTE to successfully add value to QBE as an organization
•Lead Data and Reporting offshore team to drive best in class reports and tools delivering insights for efficient decision making.

Required Education
• Bachelor's Degree or equivalent combination of education and work experience
Required Experience
• 10+ years relevant experience

Preferred Experience
• Minimum 10 years of experience in Procurement and in operating expenses control, with proven ability to develop and deliver strategic vision, clear understanding of Procurement management and experienced in best practices, tools and techniques, with the capacity to support change management.
•Leadership experience in a Service delivery setup & managing global shared service procurement operations.
•Experience of Service Level Agreement measurement and review
•Experience in a complex working environment is a pre-requisite
•Experience and knowledge in reporting.
•Degree in commerce, economics, business or equivalent (at least Bachelor degree)
•Strong commercial acumen. Ability to assess a market for required goods or services, grasping the commercial drivers and extracting key information for decision-making
•Experience in identifying, interrogating and manipulating multiple data sources to undertake analysis
•Experience of contract interpretation and ongoing delivery of contractual obligations
•Experience of managing external suppliers in the relevant Procurement categories
•Experience of contract execution and ongoing delivery of contractual obligations
Preferred Knowledge
• Extensive knowledge of Procurement, category management, Supplier Management and P2P best practice; including Procurement strategies, sourcing, negotiation, contract management, supplier management, P2P, cost control and business case development / presentation
•Extensive knowledge of the categories under management, including market/industry trends, suppliers, internal/external opportunities and sourcing initiatives
•Advanced knowledge of commercial modelling and analytical techniques
•Understanding of common commercial and legal contractual terminology
