A. ACCOUNTABILITIES

The Director is directly accountable to the Chief Executive Officer for:

  • Corporate safety, quality, and regulatory compliance.
  • The effective performance and continuous improvement of AirBorneo's Safety Management System (SMS) and Quality and Compliance Monitoring System.
  • Providing independent assurance to the CEO on the airline's safety and compliance status.
  • Ensuring significant safety risks, regulatory non-compliances, and adverse trends are promptly brought to the attention of the CEO.
  • Monitoring corrective and preventive actions to effective closure.
  • Maintaining appropriate readiness for CAAM audits, inspections, and surveillance.

B. RESPONSIBILITIES

The Director is responsible for the establishment, implementation, maintenance, and continuous improvement of AirBorneo's:

  • Safety Management System (SMS)
  • Quality and Compliance Monitoring System
  • Safety reporting and investigation processes
  • Flight Data Analysis Programme (where applicable)
  • Emergency Response System
  • Corporate safety and quality documentation framework
  • Safety assurance and performance monitoring arrangements

Core Execution Requirements:

  • Safety & Threat Management: Ensure safety risks, safety information, and operational threats are effectively identified, assessed, and managed.
  • Regulatory Compliance: Ensure operations adhere to the conditions and limitations of AirBorneo's AOC, Operations Specifications, Specific Approvals, CAAM requirements, and company standards.
  • Oversight & Vendor Management: Maintain safety and quality oversight over outsourced and contracted operational activities, ground handlers, maintenance organizations, and training providers.
  • Change Governance: Apply Management of Change (MoC) and safety risk assessments to new aircraft, dry/wet leases, Entry into Service, new routes, stations, systems, and organizational or procedural changes.
  • Industry Standards: Progressively maintain alignment with IOSA requirements, ICAO Annex 19, and recognized aviation practices.
  • Operational Integration: Oversee Flight Data Analysis Programme findings, corporate risk registers, Safety Performance Indicators (SPIs), occurrence investigations, and Emergency Response Plans (ERP).
  • Culture & Leadership: Promote Just Culture, safety reporting, continuous organizational learning, and serve as the primary liaison with CAAM on corporate safety and quality matters.

C. AUTHORITY

  • Direct Access: Unrestricted direct access to the CEO on all matters affecting aviation safety, quality, or regulatory compliance.
  • Oversight Scope: Authority to address safety and quality matters across all levels of the organization, access aircraft, facilities, personnel, records, and safety data.
  • Audits & Escalations: Conduct or direct safety/quality audits, investigations, and require departments to undertake Root Cause Analysis (RCA) and corrective actions.
  • Intervention Rights: Require immediate risk controls where unacceptable risks are identified, and recommend the suspension or cessation of any activity creating unacceptable safety or regulatory risks.
  • Independence: Independent safety and compliance judgment shall not be compromised by commercial or operational pressures.

D. DELEGATION OF DUTIES

  • Alternate Designation: In the absence of the Director, a suitably qualified and formally designated senior member of Corporate Safety & Quality Management acts as the nominated alternate.
  • Backup Alternate: If the designated alternate is unavailable, another qualified senior manager will be nominated to ensure continuity.
  • Delegation Principles: Any delegated responsibility must be clearly defined, assigned to qualified personnel, provide sufficient authority, maintain safety oversight independence, and conform to regulatory standards.
  • Note: Delegation of duties does not relieve the Director of overall accountability to the CEO.

E. MINIMUM QUALIFICATIONS

  • Professional Licensing: Hold, or have held, an appropriate senior aviation qualification (preferably an ATPL, Aircraft Maintenance Engineer Licence, or equivalent).
  • Industry Experience: Minimum 5 years of appropriate aviation management experience, with relevant experience in a senior safety, quality, operational, or regulatory role.
  • Regulatory Expertise: Comprehensive knowledge of Malaysian civil aviation legislation, CAAM Directives/Guidance Material, AOC requirements, Operations Specifications, ICAO Annex 19, and IOSA Standards.
  • Technical Competence: Sound expertise in SMS, risk management, Root Cause Analysis, Human Factors, auditing, Flight Data Analysis, and Emergency Response planning.
  • Leadership & Skills: Strong analytical, leadership, communication, and cross-departmental problem-solving capabilities.

Skills Required

  • Hold or have held an appropriate senior aviation qualification, such as an ATPL, Aircraft Maintenance Engineer Licence, or equivalent.
  • Minimum five years of appropriate aviation management experience.
  • Relevant experience in a senior safety, quality, operational, or regulatory role.
  • Comprehensive knowledge of Malaysian civil aviation legislation, CAAM directives and guidance material, AOC requirements, and Operations Specifications.
