This is a non-personal services task order to provide Program and Grant Management Support Services that shall support Near Eastern Affairs Assistance Coordination Office. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Program and Grant Management Professional Support Services.

 Responsibilities: 

Award Process Management: Support U.S. Government representatives throughout all award stages to ensure efficient and accurate communication with grantees and implementers. Coordinate between multiple stakeholders to facilitate timely decision-making and award execution.

Communication and Coordination: Serve as a point of contact for grantees on behalf of the Grant Officer (GO). Organize and facilitate meetings between GOs, grantees, and other DOS stakeholders. Respond to complex grant inquiries from current and potential applicants, providing guidance on requirements and procedures.

Pre-Award Management: Support the drafting of Notice of Funding Opportunities (NOFOs). Manage the application intake process for NOFOs. Review and verify applications for eligibility criteria and required documentation. Coordinate review panels, including scheduling meetings, preparing materials, conducting award due diligence, and synthesizing reviewer feedback for decision-makers.

Grant Monitoring and Compliance: Monitor foreign assistance awards for compliance with grant terms and conditions. Track and review grantee reports and deliverables. Identify potential compliance issues and recommend corrective actions to Grant Officers. Maintain comprehensive documentation of award activities and compliance matters.

Award Administration and Closeout: Track grantee reporting requirements and deadlines, following up proactively to ensure timely submissions. Maintain organized award files and documentation systems. Manage the closeout process, including verifying completion of all required documentation, final reports, and financial reconciliation.


Requirements
  • Knowledge of U.S. Government grant regulations and policies and demonstrated relevant qualifications.
  • Strong skills in decision-making and exhibit strong organizational skills.
  • Education: Bachelors with 3-5 years’ experience or 6-7 years of relevant work experience.
  • Must be able to obtain a Secret Clearance.
  • Strong (written and oral) communication and organizational skills required.
  • Native fluency in English. Ability to read and converse in Arabic and/or French is preferred but not required
  • Ability to multi-task and be detail-oriented required.
  • Ability to establish and maintain effective working relationships with a variety of stakeholders of different backgrounds required.
  • Ability to exercise sound judgment in a politically sensitive environment required.
  • Ability to work well with others and productively under pressure required.
  • Programmatic project design, performance indicator development and monitoring and evaluation experience preferred.
