This is a non-personal services task order to provide Program and Grant Management Support Services that shall support Near Eastern Affairs Assistance Coordination Office. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Program and Grant Management Professional Support Services.


Responsibilities: 

Award Process Support: Assist U.S. Government representatives throughout all award stages to ensure efficient and accurate communication with grantees and implementers.

Communication and Coordination: Communicate with grantees on behalf of the Grant Officer (GO). Schedule and coordinate meetings between GOs, grantees, and other DOS stakeholders. Respond to grant inquiries from current and potential applicants.

Pre-Award Support: Support the drafting of Notice of Funding Opportunities (NOFOs). Log and organize application responses received from NOFOs. Review and verify applications for eligibility criteria and required documentation. Provide administrative support for review panels, including scheduling meetings, preparing materials, and assisting with pre-award due diligence.

Grant Monitoring and Compliance: Assist in monitoring foreign assistance awards for compliance with grant terms and conditions. Track and review grantee reports and deliverables. Flag potential compliance issues for review by Grants Officers. Support documentation efforts of award activities.

Award Administration and Closeout: Assist Grants Officers in tracking grantee reporting requirements and deadlines. Help organize and maintain award files and documentation. Support the closeout process by verifying completion of required documentation and reviewing financial systems for reconciliation.


Requirements
  • Knowledge of U.S. Government grant regulations and policies and demonstrated relevant qualifications.
  • Strong skills in decision-making and exhibit strong organizational skills.
  • Education: Bachelors with 1-2 years’ experience or 4-5 years of relevant work experience.
  • Must be able to obtain a Secret Clearance.
  • Strong (written and oral) communication and organizational skills required.
  • Native fluency in English. Ability to read and converse in Arabic and/or French is preferred but not required
  • Ability to multi-task and be detail-oriented required.
  • Ability to establish and maintain effective working relationships with a variety of stakeholders of different backgrounds required.
  • Ability to exercise sound judgment in a politically sensitive environment required.
  • Ability to work well with others and productively under pressure required.
  • Programmatic project design, performance indicator development and monitoring and evaluation experience preferred.
