PATH Uganda’s vaccine and immunization portfolio has grown over the last 20 years providing technical assistance to the Ministry of health/ Uganda national expanded program on immunization (MOH/UNEPI). Our capabilities have been supporting new vaccines introduction, targeted antigen TA, immunization advocacy, supply chain, CSO engagement and integration of innovative solutions/approaches to improve accessibility and utilization of immunization services.

With funding from Gavi, PATH will be working with several civil society organisations across the country to create vaccines uptake, manage and monitor immunisation activities through the Uganda National Expanded Program on Immunization (UNEPI) - Ministry of Health.

Summary of Role

While reporting to the Finance and Operations Director, the position holder will Oversee the contracts and grants components of PATH-Uganda office, including sub-grants to partners, create synergy that comes from working with community-based organisations community-based organisations, provide oversight consultancy and related vendor contracts, provide support and supervise Contracts and Grants Officers of the Country programme.

Essential Job Functions:

Contract and Grants Management

  • Collaboratively work with the programme management team to steer the success of both inbound and outbound awards through the award life cycle from inception to award close out.

  • Serve as PATH point of contact on contractual matters for subaward contracts.

  • Design and review sub award monitoring tools and plans for effective award and sub award management.

  • Design and implement best practices for sub award cash and liquidity management with a sharp focus on pipelines against programme targets.

  • Monitor and facilitate the review, approval, and amendment/modification processes of sub recipient agreements and ensure timely actions through the Organizational workflow processes.

  • Liaise with sub recipients on troubleshooting contractual obligations and related concerns.

  • Effectively communicate with PATH programme management teams, the leadership team of subaward organisations and other appropriate stakeholders on all matters that relate to programme delivery, compliance and risk mitigation.

  • Liaise with the finance team in country and the HQ office of Grants and contracts (OGC) to ensure compliance to appropriate rules and regulations during the implementation of subawards/contracts.

  • Supervise the grants teams as they put together necessary documents required for finance to process payments for contracts/sub agreements based on payment terms and conditions.

  • Ensure that signed contracts/agreements are communicated to all relevant parties to provide contract visibility and awareness and support with interpretation of contract terms to for effective implementation.

  • Develop and periodically review contracts and subrecipient management systems including internal control procedures for monitoring of implementation as well as troubleshooting contractual obligations.

  • Prepare monthly cash projections for sub recipients for on-going contractual obligations.

  • Oversee the financial reporting and internal controls compliance by sub recipients/contractor in line with existing contracts and agreements.

  • Monitor sub award and contracts transaction compliance (milestones, deliverables, invoicing, re-imbursements).

  • Initiate, and monitor contract close-outs, extensions and/or renewal.

  • Prepare necessary documents and justification in case contract terms are to be changed/modified during implementation.

  • Prepare amendments to sub agreements/ contracts whenever necessary to reflect changes in contract terms and conditions.

  • Provide regular reviews and updates on status of ongoing contracts/Subagreements to the Management Team.

  • Maintain up-to-date knowledge on Uganda country business environment, compliance, legal conditions, customs, and ensure this information is incorporated in contract agreements as required.

  • Conduct field visits whenever necessary to ensure sub recipients are compliant to signed terms and conditions of the agreements with PATH.

  • Monitor subrecipient and contractor satisfaction with signed up terms and conditions and contracting practices.

  • Continuously identify capacity building needs of sub recipients and collectively develop capacity building plans with the partner and PATH programme teams.

  • Continuously monitor and assess the risk profile of the contractors/subrecipients and develop risk mitigation measures.

Team Management

  • Ensure that PATH staff are properly trained to manage contracts and grants with minimum risk exposure.

  • Work closely with program management to facilitate program planning and upcoming contract implementation needs.

  • Support teams in understanding their roles and responsibilities in terms of interaction with contractors and subrecipients.

  • Liaise with program teams regularly to ensure the relationship with subrecipients facilitates program delivery.

  • Work with OGC and program teams to ensure that contractors/sub recipients are meeting their contractual obligations.

  • As needed, provide guidance on contract/subrecipient matters to PATH staff including training to new employees in subrecipient practices and procedures.

  • Work with finance teams to ensure there is compliance to PATH and donor requirements to mitigate fraud, conflict of interest and legal ramifications of PATH’s activities.

Education/ Experience Requirements:

  • Master’s degree in accounting, finance, or business administration

  • 8 years’ progressive experience in Contract and Grants management.

  • Certified Public Accountant (CPA) added advantage

  • Full possession of an accounting professional certification is an added advantage

  • Extensive knowledge of institutional donor requirements and Ugandan government laws and regulations.

  • Experience interpreting and applying donor rules and regulations.

  • Good interpersonal and capacity-building skills.

  • Impeccable level of integrity

  • Ability to work with minimal supervision.

  • Excellent oral and written communication skills.

  • Ability to work under tight deadlines and to multi-task.

  • Excellent skills using QuickBooks, MS Word, Excel, and Power point
