Description of Work

*This is a time-limited position. It is full-time (40 hours per week) with State Benefits for a limited time. Although the length of time this position will be active cannot be determined, it has the potential to extend up to 3 years (36 months). This position coordinates, reviews, evaluates, ands audit for compliance, accuracy, and accountability two SEO grants:
1. The Infrastructure Investment and Jobs Act (IIJA) Weatherization Assistance Program (WAP) $90 million grant from the US Department of Energy for the State Energy Office (SEO).
2. The U.S Inflation Reduction Act Sections 50121 and 50122 granted North Carolina approximately $104M for Home Owner Managing Energy Savings (HOMES) rebates and approximately $104M for Home Electrification and Appliances Rebates (HEAR)
This position will assist in determining the financial condition and compliance of the grants with governmental accounting standards, North Carolina general statutes and best practices in government finance.
Fiscal oversight duties include ensuring adherence to policies and standards by providing counsel to internal and external grant stakeholders regarding procedures and requirements. This position applies generally accepted accounting standards, sound regulatory practices and procedures to monitor the grants, and their subgrants and subcontracts.
Other Key Responsibilities:
Prepare monthly invoicing templates for subgrantees.
Process payments for invoices.
Run and analyze monthly financial reports.
Prepare monthly and quarterly financial reports.
Assist with drafting of sub-agreements and subcontracts including amendments.
Request financial projections from subgrantees/subcontractors.
Assist with budget modifications and forecasts.

Recruitment Range:  $47,703 - $70,000

This Division provides services and technical expertise on energy efficiency, encourages the growth and development of the state's energy economy, and works to increase the use of renewable energy and alternative fuels.

The State Energy Office supports energy efficiency in public buildings by assisting North Carolina governmental units manage the use and cost of electricity, water, and other utilities in their facilities. The State Energy Office provides programs, services, and technical expertise for advancing energy efficiency, increasing alternative energy and fuel sources, providing educational opportunities for the public, state and local governments, universities, schools, and businesses, and working closely with other state agencies in responding to energy emergencies during natural disasters and supply interruptions.

This position currently qualifies for a hybrid telework option with routine office and remote workdays. The NC Department of Environmental Quality trusts our employees to be self-motivated and successful in hybrid/remote roles. Telework options are subject to change at the discretion of management. 

Minimum Education and Experience

Bachelor’s degree in accounting, finance, business administration, public administration, or a related discipline from an accredited institution and 1 year of directly related experience or an equivalent combination of education and experience
