EDUCATION and/or EXPERIENCE
Bachelor’s degree in Political Science, Public Affairs or Business Administration, and a minimum of five years of progressively responsible experience in governmental affairs. Extensive experience in local, state and federal affairs arenas. Must have strong understanding of governmental processes, public policy, and legislative affairs. Extensive experience in the development and execution of political strategies and grassroots coalition programs. Campaign management experience preferred. Experience may be substituted on a year-for-year basis in lieu of a degree.

SUMMARY
The Government and Community Affairs Manager plays a pivotal role in advancing MARTA’s mission by shaping and executing comprehensive government relations and community engagement strategies. This position is responsible for managing key legislative initiatives, overseeing public affairs projects, and coordinating outreach efforts that build stakeholder support and promote the agency's objectives. While this role does not have direct supervisory responsibilities, it oversees external consultants and leads cross-functional project teams to align agency goals with public policy and community needs.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Government Relations
- Develops and implements multi-level government relations strategies that advance MARTA’s legislative priorities at the federal, state, and local levels.
- Drafts, reviews, and refine policy documents, including proposed legislation, position papers, fact sheets, and briefings for internal and external stakeholders.
- Monitors and analyzes legislative and regulatory developments affecting public transit and provides timely updates and strategic recommendations to MARTA leadership.
- Represents MARTA at legislative hearings, agency meetings, policy forums, and advocacy events.
- Serves as a primary liaison with elected officials, government agencies, and transportation advocacy organizations.
- Manages government relations consultants to ensure alignment with MARTA’s strategic objectives.
- Coordinates with cross-functional teams working on policy, funding, or infrastructure initiatives.
Community Affairs and Outreach
- Designs and implements community engagement plans to build strong relationships with residents, neighborhood associations, advocacy groups, and community-based organizations.
- Facilitates two-way communication between MARTA departments (e.g., Planning and Capital Programs) and the public to ensure community perspectives inform decision-making.
- Oversee public participation efforts related to service changes, major projects, and planning initiatives.
- Develops targeted outreach programs to engage historically underrepresented populations, including minority, low-income, elderly, and disabled communities.
- Maintains a comprehensive database of stakeholders, events, and public engagement activities; ensures data integrity and regular updates.
Strategic Communication and Issue Advocacy
- Leads issue-specific advocacy campaigns, including coalition building and grassroots mobilization efforts.
- Supports the development and dissemination of communications that convey MARTA’s value proposition and community impact.
- Coordinates special projects and policy research initiatives as needed to inform executive decision-making.
