The Opportunity:
For a long-standing Department of Justice contract, CACI seeks individuals having demonstrated expertise with Geographic Information Systems·("GIS"), preferably experience involving real estate and related county and environmental datasets to:
- gather property information from public and private sources,
- input and process that information into GIS databases,
- analyze and manage that data, and
- generate static and online maps for litigation and settlement purposes using standard ArcGIS software.
Responsibilities:
GIS Analysts must be able to acquire, create, and manage geographic products, including the ability to query, assess, manipulate, extract and analyze digital data and imagery from various database and ancillary sources, design innovative geospatial processes for improved spatial visualization, and preferably have skills in one or more of the following: geodatabase management and design, data interoperability including Google Earth, geocoding, raster modeling, spatial interpolation, terrain analysis, and hydrological modeling.
GIS Analysts assist in identifying the location of individual properties along a corridor and correlating those parcels with historical title records to understand a railroad's interest in the adjacent corridor. GIS Analysts may also analyze a combination of environmental monitoring, enforcement, demographic, and natural resources data to support a variety of litigation matters.
General case support tasks will include:
- GIS support and expert witness services for takings cases, especially property related litigation, to include reviewing property tax and title documents, correlating historic records with modern land records, and correlating digital data such as property tax maps, aerial imagery, natural resources data, environmental monitoring data and models; generating map images that combine these layers of information and data about land use and surface conditions to be used during multiple phases of each case; analyzing data and trends; building and maintaining a spatial data repository; and preparing maps, digital data layers, draft and final reports, and memoranda;
- Preparing periodic status updates;
- Attending case meetings support staff and trial attorneys; and
- Providing Expert Witness declarations and, occasionally, testimony.
- Manage the ArcGIS online portal for data and users and occasionally create Web maps.
- Travel as necessary to support litigation and provide Expert Witness testimony.
Qualifications:
Required:
- In addition to above, candidates should have a minimum of four (4) years of experience with ESRI software, managing spatial databases, and creating custom layouts.
- At least three (3) years experience on litigation support projects including proven capabilities and communication skills to successfully interact with clients and attorneys.
- Ability to testify to findings in written reports.
- Ability to maintain personal organization to meet deadlines across multiple cases and changing Court-driven priorities.
- Understanding and proficiency in US Government databases, security, applications and professionalism protocols.
Desired:
- Litigation or trial presentation experience is especially desirable.
Certification or Degree in Geospatial Data Science from an accredited college or university; suitable experience can be substituted.
- Ability to testify on findings verbally in Court.
