Are you ready to play a crucial role in supporting cutting-edge technology for federal law enforcement and scientific organizations? ECS is seeking a highly skilled and motivated Functional Business Analyst to help define and steer solutions and process improvements for our customers and teams.
The scope of this program is to enhance enterprise IT services and solutions for our FBI customer to provide best-in-class end-user support. We drive improvements in the operations, management, maintenance and integration of services across multiple networks, systems, and applications to enable and enhance mission operations for law enforcement capabilities. The ideal candidate will be a fast learner, able to effectively engage resources and work across teams to decompose large, complex problems into workable solutions. An aptitude for learning and strategic planning, and the ability to effectively communicate at all levels of the organization, are a must.
Responsibilities include but are not limited to:
- Interacting with stakeholders including the federal government unit representatives, governance, and ECS service desk, operations, and engineering teams to understand the needs of end users and the enterprise
- Develop presentation materials for executive-level briefings to explain program, status, issues, requirements, justification and impact of proposed resourcing
- Collaborate with Configuration Management to audit Jira, provide quality assurance support to ensure proper linkages and entries, and collaborate with the team to resolve issues
- Collaborate with other teams to understand how production system changes may affect development and testing efforts
- Proven ability to aggregate and analyze large datasets from primary database systems, identify key trends, anomalies, and insights to inform strategic decision-making.
- Skilled in developing and implementing data validation processes and quality controls to maintain data integrity and accuracy in reports and outputs.
- Decomposing functional requirements into appropriate Kanban cards or scrum units (e.g., Epics, Features, User Stories)
- Facilitate scrum ceremonies and improve Agile practices throughout iterative releases
- Coordinate monthly/sprint reporting and communication
- Support software testing, including executing test scripts as needed
- Support continuous innovation by implementing the best practices to improve technology, tools, and processes to increase team efficiency and technical execution
- Track, communicate, and report on issues and risks using reporting guidelines
- Train end users on new solutions and processes
- US citizenship with Top Secret clearance
- A minimum of five years’ experience analyzing and documenting complex systems and applications
- Experience maintaining a backlog for an Agile/Scrum team
- Experience collaborating with customer representatives, program management, and quality managers to define and document requirements in small increments
- Experience decomposing features into user stories
- Experience writing Acceptance Criteria for user stories to define system functionality
- Demonstrated multi-tasking ability, problem solving skills, and a consistent record of on time delivery and customer service
- Excellent written and oral communication skills
- Demonstrated aptitude for working in a fast-paced, dynamic, matrixed work environment
