The Opportunity: 

CACI is seeking an experienced Forward Site Activation Engineer, Senior to support the planning, activation, and sustainment of forward operating locations across the Indo-Pacific. The Forward Site Activation Engineer, Senior serves as CACI's senior specialized engineering professional responsible for planning, coordinating, integrating, and executing the activation of expeditionary logistics sites, Joint Theater Distribution Centers (JTDCs), Intermediate Staging Bases (ISBs), warehouses, maintenance facilities, and mission support infrastructure. Reporting directly to the Civil Engineer, Senior, this position ensures forward sites achieve Initial Operational Capability (IOC) and Full Operational Capability (FOC) in accordance with Government requirements, operational timelines, and mission priorities. 

The Forward Site Activation Engineer works closely with Government stakeholders, civil and electrical engineers, mechanical engineers, logistics planners, facilities managers, communications engineers, cybersecurity personnel, construction contractors, host nation representatives, coalition partners, and mission partners to synchronize engineering activities, infrastructure development, utilities, communications, security systems, and operational support capabilities. This position contributes to successful program execution by rapidly establishing resilient forward operating sites that enable logistics, mission support, and Special Operations missions throughout the Indo-Pacific theater. 

Responsibilities: 

  • Plan, coordinate, and execute activation of forward operating sites supporting logistics, mission support, and contingency operations. 

  • Develop comprehensive site activation plans, engineering schedules, facility readiness checklists, commissioning plans, and operational turnover documentation. 

  • Coordinate engineering activities supporting Joint Theater Distribution Centers (JTDCs), Intermediate Staging Bases (ISBs), expeditionary facilities, warehouses, and maintenance operations. 

  • Integrate civil, electrical, mechanical, communications, information technology, security, and utility systems into operational site activation plans. 

  • Conduct site assessments, engineering surveys, facility inspections, and infrastructure readiness evaluations. 

  • Coordinate installation, testing, commissioning, and acceptance of utilities, backup power systems, communications infrastructure, environmental controls, and life safety systems. 

  • Support facility startup, occupancy planning, equipment installation, and operational certification activities. 

  • Coordinate with logistics planners and transportation personnel to synchronize delivery and installation of mission-critical equipment. 

  • Identify engineering risks, infrastructure constraints, and operational challenges while recommending mitigation strategies. 

  • Prepare engineering reports, activation status updates, executive-level briefings, and readiness assessments for Government leadership. 

  • Ensure compliance with Department of Defense engineering standards, Unified Facilities Criteria (UFC), environmental regulations, life safety requirements, and contractual obligations. 

  • Support contingency operations, humanitarian assistance, disaster response, and emergent missions requiring rapid establishment of expeditionary facilities. 

  • Maintain engineering documentation, commissioning records, as-built drawings, equipment inventories, and configuration management records. 

  • Mentor engineering personnel while promoting engineering excellence, operational readiness, and continuous process improvement. 

  • Support geographically dispersed operations requiring rapid deployment and activation of mission-critical infrastructure. 

 

Qualifications: 

Required:  

  • Minimum 8 years of experience supporting engineering, facility activation, construction management, infrastructure development, systems integration, or expeditionary site development for Government or Department of Defense programs. 

  • Experience supporting Department of Defense, Joint, Combatant Command, Service Component, U.S. Army Corps of Engineers (USACE), Naval Facilities Engineering Systems Command (NAVFAC), Air Force Civil Engineer Center (AFCEC), or Special Operations organizations. 

  • Experience planning and executing facility activation, infrastructure commissioning, or operational site startup activities. 

  • Experience coordinating multidisciplinary engineering efforts involving civil, electrical, mechanical, communications, and facility systems. 

  • Experience supporting deployment operations, contingency infrastructure, expeditionary basing, or operational facility development. 

  • Demonstrated ability to prepare engineering reports, activation plans, readiness assessments, and executive-level briefings supporting senior Government leadership. 

Desired 

  • Bachelor's Degree in Civil Engineering, Mechanical Engineering, Electrical Engineering, Construction Management, Architectural Engineering, Industrial Engineering, or a related engineering discipline. 

  • Professional Engineer (PE) license or Engineer-in-Training (EIT) certification is highly desirable. 

  • Experience supporting USSOCOM, SOCPAC, Geographic Combatant Commands, Joint Task Forces, U.S. Army Corps of Engineers (USACE), Naval Facilities Engineering Systems Command (NAVFAC), or Theater Special Operations Commands (TSOCs). 

  • Experience supporting Indo-Pacific operations, expeditionary basing, contingency construction, contested logistics, infrastructure modernization, or theater sustainment initiatives. 

  • Experience utilizing AutoCAD, Revit, Microsoft Project, Primavera P6, Power BI, SharePoint, Microsoft 365, ArcGIS, Building Information Modeling (BIM) platforms, and computerized maintenance management systems (CMMS). 

  • Knowledge of Unified Facilities Criteria (UFC), International Building Code (IBC), National Fire Protection Association (NFPA) standards, commissioning processes, facility lifecycle management, expeditionary engineering, and Department of Defense infrastructure planning. 

  • Professional certifications such as Project Management Professional (PMP), Certified Construction Manager (CCM), LEED Accredited Professional (LEED AP), Certified Facility Manager (CFM), or equivalent engineering and construction management certifications are preferred. 

  • Experience supporting geographically dispersed Government programs involving OCONUS operations, Special Operations Forces, expeditionary infrastructure, rapid site activation, and resilient logistics operations throughout the Indo-Pacific is highly desirable.

The proposed salary range for this position is:

$82,100-$172,400
