Position Title: Financial Systems Database Developer
Location: Doral, FL
Clearance required: SECRET
Scope of Work: Maintains and enhances the Cloud-based TCA Information Management System (CTIMS), a Microsoft Access relational database used to manage the TCA and USSOUTHCOM Debit Card Programs. Develops IT solutions that integrate CTIMS with GFEBS, DTS, TED, SOCIUM, C2IE, DDS, and Meta Bank to a level of accuracy that is financially auditable and maintains 99% system availability.
Responsibilities include (but are not limited to):
- Provide and modify CTIMS tools to capture TCA event information and manage 1,400 to 1,700 multi-year concepts.
- Build electronic staffing/workflow, user permissions, workload queues, and approval messaging in CTIMS.
- Develop financial reporting tools and reconciliations to comply with governmental accounting formats.
- Integrate GFEBS financial data into CTIMS and reconcile discrepancies daily; update WBS codes and the CTIMS-GFEBS interface each fiscal year.
- Integrate and update CTIMS data weekly with TED, SOCIUM, and C2IE, including XML import compatibility.
- Develop and maintain the Debit Card module, integrating GFEBS, DDS, and bank data into a single display.
- Pull and post DTMO per diem tables, develop training materials, and train CTIMS users.
- Maintain CTIMS at 99% operational availability, apply Microsoft Office and software updates, and adhere to SOUTHCOM SEI policy.
- Migrate prior-year CTIMS data to SharePoint and maintain the TCA SharePoint site.
- Senior Database Developer with ten (10) years of in-depth experience using Microsoft Access, Visual Basic, and Structured Query Language (SQL); knowledge of SQL Server.
- In-depth knowledge of GFEBS financial systems and fiscal code with five (5) years of experience, including GFEBS file compatibility and integrity checks prior to CTIMS integration.
- Experience with the Army Planning Programming Budget Execution System (APPBES) cycle and Program Objective Memorandum (POM) formulation and standard command budget cycle requirements.
- In-depth knowledge of the U.S. Debit Card Program and the Deployable Disbursing System (DDS).
- Experience designing and developing interoperability solutions for stand-alone systems; ability to import/export HTML, MS Office, PDF, and XML formats (XML integration with TED/SOCIUM essential).
- Familiarity with CTIMS, GFEBS, DTS, TED, SOCIUM, C2IE, DDS, Meta Bank, and SharePoint.
- Bachelor's degree, preferred in a Science, Technology, Engineering, or Math (STEM) field.
- Security+ certification; IA/IT training certification and DoD 8570.01-M baseline certification (required at contract award per DFARS 252.239-7001 and AR 25-2); Microsoft Access certification.
