JOB SUMMARY

KRI at Northeastern University, LLC (KRI) – a rapidly growing organization that conducts cutting-edge applied R&D – is seeking a highly motivated and enthusiastic Financial & Compliance Analyst or Sr. Financial & Compliance Analyst to join our team. Title and level are contingent upon qualifications. Knowledge and experience of the full life-cycle (pre-award and post-award) of extramural funding agencies and applicable regulations (OMB Uniform Guidance, FAR, NSF/NIH policies, etc.). Specific and in-depth experience with DoD R&D program administration is required.

The Financial Analyst provides financial and compliance analysis along with pre-award and post-award support to Program Managers and Technical Leads withing the KRI organization. This includes: 

  • Supporting the development and submission of federal, non-federal, state, and industry R&D proposals. 
  • Development of proposal budgets; coordination of sub-contracts on proposals; compliance checks against institutional policies and sponsor requirements; and review proposals prior to submission.
  • Coordinates closely with Northeastern University Research Enterprise Services (NU-RES) Finance and Compliance and the NU-RES Hub.
  • Oversees the financial planning and analysis of the KRI’s funding portfolio to assist the team with expenditure and payroll forecasting.
  • Analyzes the policies and regulations that govern grants, contracts and internal awards to ensure the KRI’s programs remains in compliance; provide monthly financial reports, resolving accounting and payroll issues, facilitating annual effort certifications, and reviewing financial reconciliations and working to resolve errors.
  • Develops, supports and follows SOPs and safeguards required by classified programs.

MINIMUM QUALIFICATIONS

Understanding of DoD R&D program administration, especially in a classified setting is required. Accounting and finance knowledge and be able to work with budgets; have excellent verbal and written communication skills, strong organizational, prioritization and time management skills, including the ability to manage multiple projects. A strong attention to detail, customer service oriented, initiative, flexibility, and the ability to work independently and as a member of a team are required. Knowledge and skills required are normally obtained through a Bachelor’s Degree (finance major preferred) and at least 2-4 years of professional work experience in higher education and/or business setting.

Candidate must be willing to work on government contracts and have the ability to hold a DoD security clearance


ITAR Requirement

This position requires access to information that is subject to compliance with the International Traffic Arms Regulations (ITAR) and/or the Export Administration Regulations (EAR). In order to comply with the requirements of the ITAR and/or the EAR, applicants will be asked to provide specific documentation to verify U.S. person status under the ITAR and the EAR. A “U.S. person” according to their definition is a U.S. citizen, U.S. lawful permanent resident (green card holder), or protected individual such as a refugee, or asylee. See 22 CFR § 120.15. Some positions will require current U.S. Citizenship due to contract requirements.

KEY RESPONSIBILITIES & ACCOUNTABILITIES

Financial & Compliance Analysis (70%)

• Analyze overall research funding portfolio to assist in resource and personnel allocation planning

• Generate monthly financial and payroll reports

• Partner with PMs to develop comprehensive financial projections of future expenditures including burn rate and personnel forecasts

• Make recommendations to PMs as necessary based on analysis of budget and current expenditures

• Analyze financial and payroll discrepancies to ensure timely corrections.

Compliance Analysis (20%)

• Analyze research funding portfolio to ensure continued compliance with uniform guidance, sponsor, and university regulations

• Provide guidance on cost allowability based on analysis of award terms and conditions

• Review project expenditures, cost transfers, and payroll expenses to ensure proper allocation in accordance with all applicable regulations

• Analyze project budget and actual expenditures for compliance with sponsor specific regulations and make necessary recommendations based on findings

• Analyze staff effort allocations to ensure compliance with terms & conditions of the award.
Adhoc Projects/ Reporting (10%)
• Assist supervisor with analyzing processes to improve workflow and work efficiencies
• Assist in developing new financial analysis and reporting capabilities

Mentor
• Assist less experienced analysts with complex post award scenarios
• Lead team trainings and utilize expertise to mentor new analysts
