The NC Department of Adult Correction is one of the largest state agencies with more than 14,000 employees. It is responsible for safeguarding and preserving lives and property through prevention, protection, and preparation as well as the care, custody, and supervision of all adults sentenced for violating North Carolina laws. This department includes state prisons with custody, healthcare, and facility operations staff as well as probation/parole officers who supervised sentenced people in the community. Description of Work

This position assists with the preparation of the Department’s Annual Comprehensive Financial Report (ACFR), assisting with the accrual process, lease accounting, preparation of year end journal entries, worksheets, and footnotes. This position assists in the preparation of various required cost reports, monthly allocations for the Department, EAGLE (Enhancing Accountability in Government through Leadership and Education), Annual inventory, monthly bank reconciliations and other duties as assigned. Provides leadership and coordinates the development of and changes to fiscal policy, ensuring the Department’s fiscal policy follows all State and Federal laws and regulations.
Key responsibilities include:
~Assists with the preparation of the Department’s Annual Comprehensive Financial Report (ACFR), ensuring financial information is accurate, complete, GAAP-compliant, and submitted timely.
~ Assists with accruals, lease accounting, year-end journal entries, worksheets, and financial statement footnotes.
~ Prepares cost reports, monthly allocations, annual inventory, and other required financial reports.
~ Performs complex monthly reconciliations, including fixed assets, disbursing accounts, and bank accounts.
~ Supports EAGLE internal control documentation and evaluation processes.
~ Provides leadership in developing and updating fiscal policies to ensure compliance with State and Federal laws and regulations.

Knowledge Skills and Abilities/Management Preferences

Salary Range: $47,703 - $83,479

The Knowledge, Skills, and Abilities (KSAs)/ Management Preferences are not required. Applicants who possess the following skills are preferred:

- Knowledge of General Accepted Accounting Principles (GAAP), GASB, business practices, policies and procedures
- Knowledge of federal and state policies and procedures for financial monitoring
- Experience working with Inventory valuation reconciliation and EAGLE (Internal Controls)
- Experience preparing recommendations supported by facts and preparing and analyzing financial information involving existing issues pertaining to the subject area and presenting it in oral and/or written form.

The primary purpose of the Department of Adult Correction Controller’s Office is to ensure that all department financial resources and funds are received, disbursed, recorded, and accounted for in accordance with all applicable State and Federal laws and regulations, Generally Accepted Accounting Principles (GAAP) and Department policy and procedures. The Controller’s Office at the agency level has oversight responsibility of the North Carolina Financial System in regard to transactions which affect the financial responsibility of this department and is accountable to the Office of the State Controller for the integrity of that data.
