Amentum is seeking a Finance Manager to support a unique US Navy program on the island of Diego Garcia. The Finance Manager will be responsible for leading financial operations, ensuring fiscal compliance, and providing strategic financial guidance to support program objectives. This position oversees accounting processes, budgeting, financial reporting, internal controls, and regulatory compliance while partnering with leadership to ensure financial management. 

Job Responsibilities:

•    Oversee budgeting and forecasting processes to ensure alignment with program objectives and approved budgets. 
•    Ensure compliance with applicable U.S. Government regulations, company financial policies, and contractual requirements. 
•    Supervise financial operations, including accounts payable, accounts receivable, payroll coordination, and financial clos activities. 
•    Prepare and review monthly, quarterly, and annual financial reports for management and government stakeholders.
•    Monitor cash flow, expenditures, revenue, and financial performance to ensure program efficiency and fiscal responsibility. 
•    Ensure compliance with Federal Acquisition Regulation, Defense Federal Acquisition Regulation Supplement, and other applicable government financial regulations. 
•    Coordinate internal and external audits and respond to audit findings. 
•    Ensure timely and accurate financial reporting in accordance with company and customer expectations. 
•    Supervise, mentor, and develop finance personnel to promote professional growth and operational excellence.
•    Foster collaboration across departments to support mission success and financial accountability. 
•    Perform other job-related duties as assigned that are consistent with the nature and level of the position.

Required Qualifications:

•    Bachelor’s degree in Finance, Accounting, Economics, Business Administration, or a related field. 
•    Minimum of five (5) years of responsible experience in financial management or accounting, supporting government or defense contracts.
•    Working knowledge of financial management systems and reporting tools. 
•    Strong understanding of budgeting, forecasting, financial reporting, and variance analysis. 
•    Strong knowledge of U.S. Government financial regulations, including FAR and DFARS. 
•    Advanced proficiency with Microsoft Excel.
•    Experience with financial management systems and Enterprise Resource Planning software.
•    Ability to manage budgets, financial reporting, forecasting, and compliance activities. 
•    Excellent analytical, organizational, and problem solving skills with attention to detail. 
•    Strong written and verbal communication skills. 
•    Must be able to obtain and maintain facility credentials/authorization. 

Employees must read, speak, and comprehend English to the extent that they can perform the contract requirements and comply with installation emergency procedures.
Passport must be valid for a minimum of one (1) year or more at the time of hiring.
Ability to obtain country-specific visas per the U.S. Department of State Foreign Clearance Guide.
Ability to successfully pass contract medical requirements and maintain compliance throughout the duration of deployment.
 

Preferred Qualifications:

•    Prior experience working in an austere OCONUS (Outside the Continental United States) environment with a multi-national workforce 
•    A valid driver’s license to legally operate a motor vehicle. 
•    Master’s degree in Finance, Accounting, Business Administration, or related field. 
•    Certified Public Accountant certification. 

OTHER RESPONSIBILITIES

Working Environment
This position is located on Diego Garcia, British Indian Ocean Territory (BIOT), a remote overseas location supporting U.S. Government operations. Employees may work in office, industrial, warehouse, port, airfield, and outdoor environments and may be exposed to high temperatures, humidity, inclement weather, noise, dust, and uneven terrain. Work schedules may include evenings, weekends, holidays, and extended hours based on operational requirements. 
 
Physical Requirements
Requirements may include prolonged sitting, standing, walking, climbing stairs, lifting up to 25 pounds regularly and 50 pounds occasionally, and working in both indoor and outdoor environments. Must be able to meet all medical, security, and deployment requirements associated with assignment to a remote overseas location.

  • At least five years of financial management or accounting experience supporting government or defense contracts
  • Working knowledge of financial management systems and reporting tools
  • Strong understanding of budgeting, forecasting, financial reporting, and variance analysis
  • Knowledge of U.S. Government financial regulations, including FAR and DFARS
  • Advanced proficiency with Microsoft Excel
  • Experience with financial management systems and ERP software
