Position Specific Summary
This Finance Analyst position at the City of Tucson’s Business Services Department performs a range of duties supporting the goals and work processes of the Taxpayer Assistance Division. These duties include system administration responsibilities and process design and data entry guidelines for the tax and license software used by the division. This position also generates both regular and ad hoc tax and license reports for both internal and external stakeholders.
Work is performed under the supervision of the Finance Manager. This position does not supervise or lead the work of others.
Duties and Responsibilities
- Serves as System Administrator for OpenGov Tax & Revenue application.
- Creates ad hoc reports on business license data from current and previous license databases, and tax revenue data from Arizona Department of Revenue. Generates monthly reports of new business licenses and quarterly reports of current business licenses for posting on the city website. Responds to public records requests for city business license data.
- Oversees billing processes for annual license fees and quarterly liquor license taxes. Runs monthly and quarterly penalty and interest process in OpenGov.
- Performs research related to tax and license policy and legislation.
- Acts as backup to Finance Manager for production of weekly, monthly, and quarterly reports on city privilege tax revenues for management and other stakeholders.
- Performs all other duties and tasks as assigned.

Any combination of relevant education and experience may be substituted on a year-for-year basis.
PREFERRED QUALIFICATIONS:
Bachelor’s degree in Finance, Accounting, Business Administration, Public Administration, or a closely related field; Master’s degree preferred.
Three (3) or more years of experience in financial analysis, governmental accounting, tax administration, or business licensing operations.
Experience with municipal financial systems, tax and revenue applications (e.g., OpenGov or similar), and enterprise reporting tools.
Experience developing reports and analyzing data using Excel or other data/reporting tools.
Familiarity with Arizona Department of Revenue (ADOR) data, transaction privilege tax (TPT), or municipal tax and licensing processes.
