Job Description

About the Opportunity: As a Business Process Consultant in Operations, supporting the Federal Employee Program (FEP), you will play a pivotal role in evaluating, documenting, and optimizing business processes. Your expertise in business analysis, process management, data analysis, program management, and strategy development will be critical in ensuring sustainable, repeatable, and quantifiable processes. Acting as a liaison between FEP Operations and internal/external partners, including vendor partners, you will provide business analysis and guidance to ensure operational alignment and regulatory compliance.

You will collaborate closely across multiple divisions and departments, including Health Services, Corporate Finance, Audit, and Compliance, to ensure that business processes are well-documented and meet the Association regulatory and operational requirements related to FEP business. Supporting the Director of FEP, you will oversee cross-divisional program efforts, maintain strategic roadmaps, and ensure compliance with the Blue Cross Blue Shield Association (BCBSA) FEP Directors Office (FEPDO) and the Office of Personnel Management (OPM).

Additionally, you will serve as the primary backup for the FEP Plan Primary, manage external communications, facilitate Wellmark’s FEP Steering Committee, and support the FEP Newsletter content. Your ability to assess business process impacts and implement strategic change initiatives will be key to success in this role.

Qualifications

Required

  • Bachelor’s degree in business, finance, management, or a related field, or equivalent work experience.
  • 5+ years of business process improvement, business systems analysis, or operational strategy experience in a service-oriented or regulated environment.
  • Experience leading multi-integrated, highly complex initiatives with enterprise-wide impact.
  • Strong ability to synthesize complex data and develop logical, data-driven recommendations.
  • Deep understanding of business policies, regulatory requirements, and operational risk management.
  • Exceptional stakeholder engagement, consulting, and advisory skills, with the ability to influence at all levels of an organization.
  • Strong proficiency in Microsoft Excel, Access, and data analysis tools.
  • Ability to develop and present formal presentations to executive leadership.
  • Strategic problem-solving skills, with a high degree of intellectual curiosity and a strong ability to anticipate business needs.
  • Ability to travel up to 5% as needed.

Required for BPC Lead level:

  • Bachelor’s degree in business, finance, operations management, or a related field, or equivalent experience.
  • 6+ years of business process improvement, business systems analysis, or operational strategy experience in a regulated or complex operational environment.
  • Proven success in enterprise-wide process transformation, including redesigning business operations and driving large-scale change initiatives.
  • Deep expertise in regulatory compliance, business policies, and financial risk mitigation.
  • Strong consulting and advisory skills, with a demonstrated ability to influence executive stakeholders and cross-functional teams.
  • Highly proficient in data analysis, financial modeling, and process automation tools.
  • Ability to develop and present formal executive-level presentations with clear, data-backed insights.
  • Experience in budget planning, forecasting, and resource allocation for large-scale programs.
  • Ability to travel up to 5% as needed.

Preferred:

  • Six Sigma Black Belt or other process improvement certification.
  • Experience in enterprise-wide process redesign and business transformation efforts.
  • Familiarity with FEP, regulatory compliance, and financial oversight.
  • Familiarity with agile methodology (SaFe, SCRUM)

Additional Information

  1. Lead cross-functional business process improvements, identifying inefficiencies and driving enterprise-wide redesign efforts to optimize FEP program performance.
  2. Partner with FEP leadership, internal stakeholders, and BCBSA-FEP entities to assess and implement process enhancements that support operational and compliance goals.
  3. Identify operational risks (compliance, financial, medical management) and implement internal controls to mitigate exposure.
  4. Maintain oversight of the BCBSA-FEP roadmap, ensuring alignment with corporate objectives and strategic initiatives.
  5. Analyze regulatory changes and translate them into business strategies to ensure compliance and risk mitigation.
  6. Serve as a liaison between Wellmark SMEs, leadership teams, and external regulatory bodies, ensuring seamless communication and alignment.
  7. Support the FEP Steering Committee and support strategic governance efforts, including external partner engagements.
  8. Manage annual plan participation forms for the BCBSA FEP process, ensuring Wellmark's eligibility and alignment with incentive programs.
  9. Support the coordination of the annual FEP budget in collaboration with senior leadership and finance teams.
  10. Oversee the annual recertification process in alignment with Wellmark Compliance, BCBSA, Blue Cross Blue Shield Association, and the FEP Operations Center to ensure adherence to regulatory requirements, operational standards, and program participation criteria.
