CIMIC Group is seeking a Senior Manager Estimating to join its Risk, Commercial and PreContracts team. This role provides strategic and technical leadership for estimating activities across major tenders for an Operating Company (OpCo), ensuring robust, competitive and risk‑informed tender estimates are developed to support disciplined bid decisions and successful project outcomes.

About the Role

This role reports to the Head of Pre-Contracts & Risk and key responsibilities include:

  • Lead and oversee the development of robust, accurate and competitive tender estimates

  • Ensure tender estimates fully reflect project scope, methodology, risk and opportunity

  • Ensure estimates are appropriately market tested with the supply chain wherever possible 

  • Where estimates contain first principle estimates, ensure that any productivity assumptions are based on benchmark data wherever possible

  • Provide functional leadership, mentoring and technical guidance to bid‑level estimators (dotted line)

  • Contribute to continuous improvement initiatives across Pre-contracts and Estimating functions

  • Support integration of estimating with planning, commercial and risk disciplines

  • Engineering, Construction Management, Quantity Surveying or equivalent tertiary qualification

  • Relevant estimating or commercial qualifications (desirable)

  • Extensive experience leading estimates on major construction and infrastructure projects

  • Strong understanding of construction methodologies, cost drivers and delivery risks 

  • Demonstrated success in major tender development and bid execution

  • High level commercial acumen and risk awareness 
  • Strong capability in supply chain engagement and market testing of costs 
  • Ability to critically review and challenge estimates at executive level
  • Excellent stakeholder engagement, influencing and communication skills

About You – Qualifications & Experience

To be successful, you will bring:

  • Engineering, Construction Management, Quantity Surveying or equivalent tertiary qualification

  • Relevant estimating or commercial qualifications (desirable)

  • Extensive experience leading estimates on major construction and infrastructure projects

  • Strong understanding of construction methodologies, cost drivers and delivery risks 

  • Demonstrated success in major tender development and bid execution
