As the Ethics and Compliance Manager at Cask, you’ll play a vital role in building and sustaining a culture of integrity, accountability, and inclusivity. This position is essential to developing, implementing, and managing a comprehensive ethics and compliance program tailored to federal standards and designed to ensure that Cask remains a trusted partner within the government contracting space. You’ll monitor adherence to federal regulations, conduct investigations, manage conflict-of-interest matters, and drive an organization-wide commitment to ethical excellence. Primary Accountabilities:

Program Development and Implementation:
Design and sustain Cask’s ethics and compliance program to meet federal regulatory requirements and ethical standards. Collaborate with FSO, HR, Finance, Admin, and IT to develop policies and procedures focused on compliance with federal ethics, conflicts of interest, anti-corruption, and procurement integrity.- Ensure anti-discrimination policies are up-to-date
- Support DEI-focused audits, addressing potential biases in workplace policies
- Training and Education:
- Develop and deliver training that equips employees and contractors with knowledge of ethics, compliance obligations, and federal guidelines

Integrate DEI principles within all ethics training and own all Annual Training compliance activities
- Monitoring and Auditing:
- Conduct audits and compliance assessments to identify and address risks specific to federal operations
- Partner with internal teams to ensure adherence to federal regulations and policies
- Risk Assessment and Mitigation:
- Perform risk assessments for federal compliance and ethics, developing strategies to mitigate high-risk areas and maintain ethical integrity across operations
- Conflicts of Interest and Disclosure Management:
- Oversee conflict of interest reporting, manage ethics filings, and perform due diligence on potential conflicts to ensure alignment with federal requirements
- Investigations and Enforcement:
- Lead investigations into suspected ethics or compliance violations, ensuring fair resolution and appropriate actions
- Serve as a primary contact for federal oversight bodies, responding to audits and inquiries as necessary

Policy and Regulatory Compliance:
Stay current with federal ethics laws, including those established by the OGE, OIG, and other entities. Update policies to reflect regulatory changes and promptly inform personnel - Reporting, Communication, and Collaboration:
- Champion a culture of compliance, inclusivity, and ethical integrity by establishing confidential reporting mechanisms and preparing regular compliance updates for senior leadership
- Act as a liaison with government agencies and federal compliance officers
Qualifications:
- In-depth knowledge of compliance topics within government contracting (e.g., conflicts of interest, procurement integrity, FCPA, FAR, DFARS, TINA)
- Proven experience facilitating cross-department consensus and managing strategic change
- Strong analytical and problem-solving abilities, with a track record of assessing risk and supporting compliance strategies
- Skilled in communication with senior leaders and C-suite executives, adept at presenting findings and leading discussions
- Demonstrated leadership, judgment, and attention to detail
- Ability to work independently, manage multiple projects, and maintain organized project documentation
Preferred Skills:
- Experience with company-wide policy steering committees
- Knowledge of data analytics for compliance program tracking
- Project management skills to manage high-volume work effectively
Education / Certification:
- Bachelor’s degree or equivalent experience
- 5+ years in ethics and compliance, with 3+ years in government contracting
- Compliance certification (e.g., CCEP, LPEC) preferred

Note: Base salary range is $110,000 to $150,000. This range represents the expected compensation for this position. Actual salaries will vary and may be above or below the range when taking into account the wide range of factors that are considered in making compensation decisions, including but not limited to location; skill sets; experience and training; licensure and certifications; and other business and organizational needs. Compensation decisions are dependent on the facts and circumstances of each case. The range listed is just one component of the total compensation package for employees.
