Under the supervision of the Outreach and Enrollment Manager, the Certified Enrollment Counselor Lead is responsible for assisting in leading, coaching, and monitoring of all Certified Enrollment and Outreach Counselors. The Certified Enrollment Counselor Lead will be knowledgeable around various community programs, public benefits and services and provide support to the Enrollment and Outreach team as needed. Will also provide support to the Outreach and Enrollment Manager on a variety of departmental functions.


Responsibilities
  • Responsible for the enrollment of patients into community, state and county programs.
  • Prepares and submits required eligibility information for all patients, advocates and refer to other programs.
  • Maintain statistical records, attends meetings and disseminates information to staff.
  • Interviews and screens new and established patients to determine eligibility for health insurances and other programs including Medi-Cal, Covered California, CalFresh, CMSP, Path To Health
  • Provides culturally and linguistically appropriate health insurance and social service enrollment and application assistance for demographically diverse patient populations.
  • Responsible for tracking and reporting all required data for enrollment and outreach efforts.
  • Advocates for patients with County and State Social Service agencies by helping file appeals and other actions.
  • Conducts outreach calls to new Medi-Cal members assigned to MCC to register and get them care.
  • Attends all eligibility related meetings/ trainings and shares the information when appropriate with clinic personnel.
  • Required to maintain the Covered CA Certification active.
  • Utilizes electronic systems to enter patient information and research history.
  • Coordinates with MCC internal staff, and other organizations to resolve patient problems/barriers, addressing basic needs, social determinants of health, and other economic factors.
  • Provides advocacy, support in negotiating/coordinating with service agencies/organizations.
  • Works closely with MCC staff to identify patients who need enrollment support.
  • Aids and support to individuals and families during transition periods.
  • Works with the Referral Navigators to identify uninsured patients who need specialty care and need to apply for charity care at hospitals or other healthcare facilities.
  • Assists patients to fill out the charity care applications and provides any follow-up needed.
  • Maintains good working relationships with community partners by working as a liaison with other agencies and the community.
  • Ability to assist with Medi-Cal, Covered CA, and CMSP Charity Care Enrollment.

Lead Responsibilities:

  • Assist with onboarding new staff- training material, one on one training, coordinate training with other Certified Enrollment Counselors.
  • Assist in developing workflow and training material to increase quality and productivity.
  • Assist with creating schedule templates for Certified Enrollment Counselor.
  • Attend select community meetings and share information with Certified Enrollment Counselor.
  • Run productivity report to share with Supervisor and Director of Operations.
  • Manages ongoing Excel Spreadsheets (ex. Charity Care, Outreach lists, etc.).
  • Assist in creating educational flyers and brochures with helpful resources for patients and distributes throughout all MCC offices.
  • Assists with projects and grants that address the “social determinants of health”.
  • Assists in organizing Departmental meetings with Agenda and meeting location.
  • Provides community outreach, screening and enrollment at various local events and festivals in Marin County.
  • Other duties as assigned by supervisor.
Qualifications

Education and Experience:

  • Bachelor’s degree in Social Services/work or related field, or 2 years of experience in a community-based organization setting (e.g. health center, etc.).
  • 2-5 Years of experience as a Certified Enrollment Counselor or related position.
  • Project coordination experience preferred.
  • Knowledge of EPIC Electronic Health Records and Electronic Practice Management Systems preferred.

Required Skills and Abilities:

  • Ability to speak, read, and writes in English and Spanish.
  • Ability to maintain strict confidentiality regarding patient information.
  • Ability to manage and prioritize communications from multiple staff, organizations, patients, etc., at the same time.
  • Ability to organize and review large amounts of data in an organized and efficient manner.
  • Ability to proofread, correct and review forms and data for scanning and/or entry.
  • Basic knowledge of Microsoft Office software required: Outlook, Word, and Excel.
  • Ability to represent clinic in professional manner and handle patient issues with sensitivity and confidentiality.
  • Ability to meet deadlines and manage changing priorities.
  • Excellent oral and written communications skills.

Physical Requirements and Working Conditions:


  • Prolonged periods of sitting at a desk and working on a computer.
  • Fulfill immunization and fit for duty regulatory requirements. 
  • Use of mouse, keyboard and headset.
  • Must be able to lift up to 15 pounds at times.
