POSITION SUMMARY:

Marathon Petroleum Company is seeking an experienced Project Controls Specialist for its Garyville, Louisiana refinery. This role provides integrated cost control, forecasting, and scheduling support for Engineering projects. The specialist partners with project managers, project engineers, construction, maintenance, accounting, supply chain, engineering firms, drafting, and leadership to establish reliable baselines, maintain forecasts, assess performance, and communicate cost and schedule risks. The position primarily supports small-capital projects under $5 million and may assist with the broader portfolio based on workload demand.


KEY RESPONSIBILITIES:

  • Partner with the Project Leader to understand scope and execution requirements, and establish aligned work breakdown, cost breakdown, and construction work package structures.
  • Manage project setup, work orders, cost forecasts, and CBS/WBS structures in the Integrated Project System (IPS), including alignment and interfaces with Primavera P6.
  • Review project estimates and develop control budgets, ensuring the sanctioned budget, construction control estimate, schedule, and planned cash flow are aligned before execution. 
  • Develop, baseline, resource-load, maintain, and update project schedules in Primavera P6, including activity and project codes, milestones, data dates, global changes, and forecast dates.
  • Establish realistic project cost and schedule forecasts with the Project Manager; manage forecast changes, budget revisions, and contingency.
  • Monitor actual cost, commitments, progress, cash flow, and schedule performance; analyze variance from approved baselines and identify emerging trends or areas of concern.
  • Prepare and distribute recurring cost and schedule reports, including forecasts, variance analysis, look-ahead, milestone status, cash flow, and portfolio performance information for project teams and Engineering leadership.
  • Calculate monthly accruals and coordinate with Accounting, Supply Chain, construction, and EPC firms regarding commitments, major equipment progress payments, and accrual status.
  • Maintain the Engineering master project schedule and coordinate forecast updates, priorities, and alignment between engineering, construction, turnaround, and portfolio schedules.
  • Support turnaround scope development through the scheduling process and submitting scope items for worklist approval.
  • Track planned versus actual engineering and construction work package issuance, including turnaround deliverables, and maintain visibility of work required to support planning and execution.
  • Conduct cost and schedule forecast review meetings; validate schedule logic, progress, forecast dates.
  • Communicate cost, cash flow, and schedule status, along with changes and trends, to project management and leadership. 
  • Coordinate with outside engineering firms to define project controls expectations, schedule requirements, and variance explanations.
  • Maintain consistent project controls processes, procedures, historical data, and scheduling or execution duration norms.
  • Support project closeout, including final cost and schedule reconciliation, work-order completion, and capture of historical performance information.
  • Represent the site or department in project controls and scheduling initiatives and provide reporting to leadership monthly and as required.
  • Maintain focus on cost and budget discipline by fulfilling accurate cost forecasting expectations and meeting quarterly KPIs.

 

EDUCATION AND EXPERIENCE:

  • High School Diploma or GED required. Bachelor's Degree in Engineering, Construction Management, Business Administration, Finance, Accounting or similar field preferred.
  • Five (5) years or more refining or petrochemical industry experience, or three (3) years or more of experience with a Bachelor’s Degree required.
  • Working knowledge of integrated cost and schedule controls, including budgeting, forecasting, cash flow, accruals, baseline management, progress measurement, variance analysis, and risk identification required.
  • Proficiency with Primavera P6 and Microsoft Office products, particularly Teams, Excel, PowerPoint, Word, and Outlook required.
  • Valid driver's license is required.
  • Experience supporting Front-End Loading phases and field implementation of industrial projects preferred.
  • Experience with IPS, SAP, Power BI, and/or Netpoint preferred.
  • Experience integrating cost, schedule, cash flow, and progress data for management reporting and decision support preferred.
  • Forward thinking individual with strong written and verbal communication skills, sound analytical judgment, critical thinking, attention to detail, and the ability to manage priorities in a fast-paced team environment preferred.
