This position is to perform project management and construction administration for highway Safety Rest Area building construction and renovation projects, statewide. Primary duties include management of the consultant Architect / Engineer acquisition process to include negotiating and developing engineering agreements into purchase orders in SAP. Duties will involve all Rest Area project design phases including budget development, advance planning, schematic design, design development, final contract construction document assembly, providing bidding /award recommendations and oversight of construction administration and subject matter advise in consultation with project resident engineer through project close-out. The position ensures design and construction are completed in compliance with NC Building Codes, and other applicable state and federal codes and regulations. The position will work with and provide guidance to other engineers and staff in the operation and management of the Statewide Rest Area Program. Work will require administration of agreements and management of payments in SAP to consultants, contractors, partnering agencies, and groups affiliated with the Statewide Rest Area Program. Work may include a leadership role. Frequent travel to active construction projects and site reviews at highway rest areas located across the state is required. Occasional overnight travel may be involved.

Knowledge Skills and Abilities/Management Preferences

Salary Grade and Salary Range:  NC20 $70,478 – $123,336

Management prefers applicants with the following:

  • Experience managing professional consulting contracts with engineering firms and municipal entities to include negotiation, contract development, contract administration and contract payment.
  • Knowledge of the principles and practices of civil engineering and architectural design.
  • Experience with the rest area planning and development process to include knowledge in the design of roadways, parking lots, sidewalks, utilities, drainage and landscape design.
  • Experience communicating through various methods in various settings including leading meetings, answering questions from the public and delivering technical guidance to various customer groups.
  • Experience with contract management and contract payment procedures.

Minimum Education and Experience

Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution and four (4) years of progressively responsible experience; or an equivalent combination of education and experience.

Necessary Special Qualification

May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.

Skills Required
