Purpose of the position:

The purpose of this position is to undertake technical instructional work, overseeing the planning, coordination, and implementation of emergency medical service training programs for the County Emergency Services Department.

Minimum Education, Training and/or Experience (required at time of hire): Associate degree in an EMS related field supplemented by courses in emergency medical techniques and training methods and five (5) years of field experience in pre-hospital emergency medical work; or an equivalent combination of education and experience.

License or Certification Required by Statute or Regulation: Credentialed as a Paramedic by the North Carolina Office of EMS; Possession of a valid driver’s license from state of residence; Credentialed as a Level I Paramedic Instructor and able to obtain Level II Paramedic Instructor by the North Carolina Office of EMS within one (1) year of appointment.

Essential Functions of the position:

  • Plan, prepare, and conduct training in the care and use of emergency medical equipment such as suction machine, oxygen delivery systems, backboards, fracture kits, emergency medical kits, obstetrical kits, intravenous kits, and stretchers and light rescue kits:
  • Perform periodic skill, driving, and street/road familiarity evaluations for each employee; utilize results to assist employees in maximizing performance ability and standardized patient care.
  • Maintain contact and coordinate with the North Carolina Department of Community Colleges and other agencies for the continuance of training courses available to emergency medical technicians.
  • Plan, prepare, coordinate, and conduct instruction in procedures for verbal and written reports and documentation on the observation and care of patients at the emergency scene and in transit to the hospital.
  • Maintain continuing education records and mandatory class requirement compliance for each employee and prepare recertification documents for employees.
  • Provide orientation of new employees and instructs intra-department classes as necessary.
  • Perform other duties as the Training Officer such as implementing new training programs, attending Peer Review meetings, and Oral Boards, and serving as liaison between the EMS System Medical Director and EMS employees.
  • Audit and review ambulance call reports for completeness and accuracy.
  • Conduct public relations and educational programs for civic organizations and schools.
  • Act as the program administrator for the NCOEMS EMS Education Institution for renewal of state issued EMS credentials of all County EMS personnel as well as Buncombe EOC EMD personnel.
  • Serve as an agency representative to EMS System Peer Review Committee.
  • Performs other related duties as assigned.

Knowledge, Skills, Abilities:

  • Knowledge of advanced emergency medical procedures and techniques.
  • Knowledge of the equipment and supplies employed in the emergency care of patients and victims of accidents.
  • Knowledge of instructional and training principles, methods, and techniques applicable to emergency medical service operations.
  • Knowledge of the geographical layout of the County and city including the location of roads and streets within the County.
  • Knowledge of North Carolina laws and requirements for all levels of EMS certification.
  • Knowledge of departmental policies, procedures, and regulations.
  • Ability to instruct emergency medical personnel in the application of medical and technical procedures to be used in emergency situations.
  • Ability to interpret rulings on patient treatment by the North Carolina Board of Medical Examiners.
  • Ability to maintain accurate employee training records.
  • Ability to express ideas effectively both orally and in writing.
  • Ability to establish and maintain effective working relationships as necessitated by work assignments.

Skills Required

  • Associate degree in an EMS-related field, supplemented by emergency medical techniques and training methods coursework, or equivalent education and experience
  • Five years of field experience in pre-hospital emergency medical work, or equivalent combination of education and experience
  • Credentialed as a Paramedic by the North Carolina Office of EMS
  • Valid driver's license from state of residence
  • Credentialed as a Level I Paramedic Instructor
  • Able to obtain Level II Paramedic Instructor credential from the North Carolina Office of EMS within one year of appointment
