JOB SUMMARY:

The City of Birmingham is seeking an Employee Relations Advisor to assist in administering the City's Employee Relations Program. This position provides guidance on organizational Rules and Regulations, advises employees and management on available options for resolving workplace issues, and investigates employee grievances, disciplinary matters, and allegations of misconduct.
Employee Relations Advisors play a key role in the hearing process by preparing case files, coordinating hearing logistics, maintaining hearing records, and managing post-hearing documentation. The position requires handling confidential and time-sensitive information with a high degree of professionalism, accuracy, and attention to detail. The position requires frequent interaction with employees, managers, hearing officers, and employee representatives.

COMPENSATION & BENEFITS:

$60,486 - $93,828

MINIMUM QUALIFICATIONS:

The following are job-related qualifications that are required for employment consideration for this position:

  • Experience interpreting and executing federal, state, and local employment laws, rules, regulations, or guidelines (e.g., FMLA, FLSA, Enabling Act).                      

  • Experience interpreting workplace policies and procedures for employers or employees to ensure their understanding and ensure the employer is applying policies and procedures in a consistent manner.

  • Experience facilitating an employee grievance process, disciplinary appeal process, mediation, or other forms of due process systems.


TYPICAL JOB DUTIES:

  • Accepts and investigates grievances, disciplinary appeals, injury with pay appeals, ADA requests, and citizen complaints by reviewing information submitted to employee relations, communicating with department heads and managers, analyzing submissions in relation to the rules and regulations, and submitting information for the Director’s review.  

  • Prepares for pre-hearing conferences by preparing case files, completing checklists, informing all parties of various information, meeting with respondents and complainants to discuss issues and facts, and informing the parties of deadlines.

  • Manages and coordinates hearings by pulling weekly schedules, preparing the case file, organizing the case file for ease of use, preparing an opening statement, preparing witness and exhibit log in sheets, and making copies of information for hearing attendees.

  • Prepares the hearing room by ensuring that equipment to be used is set up and in working order, parties are seated correctly and have copies of necessary information, witnesses are sworn in, documentation is logged properly, and notes are kept during the hearing proceedings.

  •   Manages the post-hearing process by collecting and organizing all new documentation for the case file, preparing official witness and exhibit logs, emailing case files to hearing officer, forwarding recommendations to parties, and communicating information from the Three Member Board.

  • Participates in training functions by developing content for training, preparing presentation and training materials, and maintaining all training documentation.

  • Identifies areas of improvement in administrative processes, internal practices, record keeping strategies and Circuit Court requirements, assists in the development of solutions and in the implementation of new procedures and the assessment of proposed remedial measures. 

PHYSICAL DEMANDS:

Job is primarily sedentary involving sitting for long periods of time, but may involve occasional walking or standing for brief periods. May involve occasional light lifting of items or objects weighing up to 25 lbs.

WORK ENVIRONMENT:

Work is conducted almost exclusively indoors in an office setting. Work involves use of standard office equipment, such as computer, phone, copier, etc.
