Job Summary

The Public Policy Manager EMEA (Energy) is a public policy professional supporting Equinix’s engagement on data center policy issues across EMEA, with a focus on energy policy.

The role supports the Public Policy and Government Affairs (PPGA) team in developing and advocating for clear, evidence-based policy positions across the policy areas most relevant to data center operations and growth including energy, digital infrastructure, permitting, community sentiment, critical national infrastructure, sustainability, and data sovereignty.

Working hand in glove with PPGA and the Global Regulatory and Policy Office (GRPO) colleagues and cross-functional business teams, the role will help shape and drive policy and regulatory outcomes that support reliable, secure, sustainable, and timely delivery of digital infrastructure. The role will also support country Managing Directors and senior business leaders across relevant EMEA markets.

Key Responsibilities

  • Support the PPGA team in developing and advocating for policy positions across data center policy issues, with an emphasis on energy, power markets, grid access, electricity infrastructure, and utility regulation.

  • Monitor, analyze, and interpret policy and regulatory developments across EMEA, including EU-level initiatives, national legislation, regional policy processes, and local permitting or infrastructure issues.

  • Partner with internal teams, including Energy, Legal, Comms, Design and Construction, Sustainability, Regulatory, Operations, and Corporate Development to ensure policy positions reflect business priorities and operational realities.

  • Engage with policymakers, regulators, political stakeholders, trade associations, transmission and distribution system operators, utilities, grid operators, and other relevant external stakeholders.

  • Support advocacy on issues including energy infrastructure, grid connection reform, electricity market design, permitting, sustainability, community sentiment, digital infrastructure, critical national infrastructure, data sovereignty, trade, tax, cybersecurity, etc.

  • Represent Equinix at external policy meetings, forums, roundtables, stakeholder sessions, and trade association working groups where appropriate.

  • Support Managing Directors and senior business leaders across EMEA by preparing briefings, talking points, policy positions, and stakeholder engagement materials and when, appropriate, attend policymaker meetings with them.

  • Help maintain consistent Equinix positioning across markets, functions, and external engagements.

  • Assist in managing external policy consulting firms in a variety of markets across the region – ensuring effective and timely support for our policy goals.

  • Produce high-quality written materials, including policy briefings, consultation responses, position papers, internal updates, stakeholder communications, and Equinix-specific advocacy content.

Required Qualifications

  • Strong understanding of public policy and regulatory issues relevant to the data center sector, including several of the following: energy, power markets, grid infrastructure, utility regulation, permitting, sustainability, digital infrastructure, community sentiment, digital sovereignty, privacy, and cybersecurity.

  • Demonstrated experience in policy development, policy analysis, policy advocacy, consultation responses, stakeholder briefings, and advocacy materials.

  • Good understanding of policymaking and regulatory processes at EU, national, regional, and local level in one or more major EMEA markets.

  • Strong analytical, written, and verbal communication skills, with the ability to translate complex policy and technical issues into clear business-relevant advice and language that can be easily understood by a diverse set of external stakeholders.

  • Excellent stakeholder management skills and the ability to work collaboratively across matrixed, cross-functional teams.

  • Credibility and judgement to represent Equinix in external policy settings with policymakers, regulators, industry bodies, and infrastructure stakeholders.

Nice to have

  • Experience working in or with the data center, cloud, telecommunications, digital infrastructure, energy, or technology sectors.

  • Experience working with trade associations, industry coalitions, or multi-stakeholder policy platforms.

  • Experience in energy policy, electricity markets, grid connection processes, tariff structures, interconnection frameworks, utility regulation, or power system planning.

  • Experience engaging with TSOs, DSOs, utilities, regulators, and permitting authorities.

  • Proven track record of policy advocacy success.

  • French, German, Italian, Dutch and/or Spanish language skills would be an added bonus.
