Job Description Summary:

This is a Full Time Permanent Position
Post requires a minimum of Level 3 electrotechnical qualification or equivalent and knowledge of BS7671 wiring regulations.
ROLE AND PURPOSE
To provide professional and technical expertise to manage the effective delivery of electrical maintenance and capital improvement works to the Councils landlord services within its 25,000 council properties and communal areas. Including delegated budget control for capital & revenue maintenance schemes to the Council’s housing stock of approximately 25,000 properties and communal areas. To ensure that effective partnership arrangements are in place to deliver a high quality electrical repairs and maintenance service.
PRINCIPAL ACCOUNTABILITIES:
    1. To promote and safeguard the welfare of children, young people and/or vulnerable adults.
    2. Customer Focus – Strong customer service skills to ensure pro-active, customer focused and professional approach is taken to managing all projects.To ensure that all electrical repairs, maintenance and capital works within the area of responsibility are installed and maintained to the council’s required standard and any statutory or legal requirements are adhered to.
    3. Performance Management - Responsible for producing reports to identify key contractual targets and ensure these are met and comply with any local and national performance indicators. Responsible for the monitoring and supervision of budgets, propose solutions and implements agreed actions for any potential over or under spend. The post holder will be responsible for the performance management of contractors working on a number of maintenance contracts, i.e. effective implementation the Council’s policies and procedures as well as monitoring outputs and budgets.
    4. Statutory Obligations - To ensure that all works to dwellings within their area of responsibility are repaired and maintained to a decent homes and homes standard and to any statutory or adopted standards. Effective implementation, ongoing compliance with all legislation, statutory regulations and the Council’s policies and procedures.
    5. Responsible for compiling detailed specifications and contractual documentation for planned maintenance contracts and capital projects. The post holder should also maintain knowledge of relevant legislation and new techniques that enable continuous improvement.
    6. Responsible for the effective monitoring of budgets and taking appropriate action once any potential financial risks are identified and offer solutions. Responsible for determining accuracy, validating, authorising and approving allinvoices and other approved documentation to confirm that all payments and processes are completed efficiently and to best value principles.
    7. Responsible for communicating effectively to contractors, partners and other service areas. Providing technical and specialist advise either verbally or written to Customers, Housing Managers, Elected Members, Senior Managers, Emergency Services and Utility Providers. When requested by other service areas to carry out a repair or improvement works,will give expert advice and decide the best way to proceed.
    8. Plan, organise, conduct and attend meetings as required, including contractual meetings and liaising with all stakeholders. Deputising for the Programme Manager as required. To support the recovery and complaints procedures, including gathering evidence, photographing & recording damage and providing witness statements. Attend court, liaise and give advice to the appointed legal personnel on recoverable order issues and insurance claims as well as supporting the witness statement.
    9. To oversee the contracts and ensure that the partnering contractor is fully aware of the expected level of quality and is compliant with the relevant standards required, including Health and Safety on site, also to take appropriate action as required. To undertake site visits and meetings with clients, contractors, other interested parties and statutory undertakings to ascertain their requirements and whether their needs are being met. In addition, provide professional and technical advice, both verbally and written, as required.
    10. Will have full responsibility for repairs and maintenance carried out by partner contractors to the landlord services assets within the city. This will mean decisions being made on a daily basis, which will affect how the contract is delivered. Contributes to budgetary control, the post holder will be expected to work within the budget parameters and make decisions on work that is issued to the contractor in consultation with the programme manager. The post holder will be in regular contact with the partnering contractors to make decisions on how to progress repairs and decide how the repair should be completed.

Skills Required

  • Level 3 electrotechnical qualification or equivalent

  • Budget monitoring and financial control experience for capital and revenue schemes

  • Knowledge of relevant legislation, statutory standards, and Health and Safety compliance on sites
  • Proven report writing and performance monitoring skills, including producing contractual/performance reports
  • Strong customer service and stakeholder communication skills (verbal and written) with ability to advise managers, elected members, and external partners
  • Ability to undertake site visits, inspect quality, gather evidence, and support recovery/complaints (including preparing witness statements and liaising with legal personnel)
