As the EHS Project Manager  the key responsibilities are:


  • Serve as the site's appointed Pollution Control Officer (PCO), maintaining environmental compliance and overseeing all environmental permits, registrations, regulatory reporting, inspections, audits, and engagement with government authorities.
  • Lead the site's environmental strategy, ensuring compliance, sustainability, pollution prevention, resource efficiency, waste minimisation, and environmental stewardship objectives are embedded throughout facility design, construction, commissioning, and operational readiness.
  • Act as the primary environmental and EHS liaison with DENR-EMB, PEZA, BCDA, BFP, PNP, PDEA, local authorities, utility providers, consultants, contractors, and other regulatory stakeholders, ensuring effective partnership and regulatory compliance throughout the project lifecycle.
  • Support the facility's ambition to achieve LEED Platinum certification under the Interior Design and Construction (ID+C) rating system, partnering with project teams, consultants, and contractors to integrate sustainability, environmental stewardship, resource efficiency, and EHS best practices into project delivery.
  • Provide environmental and EHS leadership throughout the design, fit-out, construction, commissioning, and operational readiness phases of a new aerospace manufacturing facility in New Clark City, including contractor management and oversight.
  • Provide technical leadership and guidance for facility, infrastructure, utility, process, and wastewater treatment system design to ensure environmentally responsible, sustainable, safe, and compliant operations.
  • Manage all environmental, health, safety, and fire-related permits, licenses, approvals, and compliance obligations, ensuring full compliance with applicable Philippine legislation, PEZA requirements, and corporate standards.
  • Provide EHS oversight for aerospace manufacturing and special processes, with particular emphasis on anodizing operations, chemical processing, penetrant inspection, blasting operations, hydraulic testing, and wastewater treatment systems.
  • Serve as the principal interface between the project team and Corporate EHS, ensuring alignment with global environmental, sustainability, health and safety standards, policies, governance requirements, and project expectations.
  • Work closely with project managers, engineering teams, and specialist consultants to deliver critical environmental and EHS project milestones in support of project schedules and operational readiness objectives.
  • Support equipment specification, procurement, installation, transfer, and commissioning activities to ensure environmental, sustainability, and EHS requirements are incorporated throughout the project lifecycle.
  • Establish EHS management systems, environmental compliance framework, governance processes, and reporting mechanisms required to support facility start-up and future operational growth.
  • Determine and develop the EHS organisational structure and resource requirements necessary to support facility start-up and long-term operations, including identification of key roles, competencies, and emergency response capabilities.

Experience & Qualifications:

Required:

  • Bachelor's Degree or higher in Environmental Engineering, Chemical Engineering, Environmental Science, or related technical discipline
  • Minimum 7 years' experience in environmental compliance, environmental management, or EHS roles within industrial or manufacturing environments.
  • Strong knowledge of Philippine environmental legislation, permitting requirements, and regulatory compliance obligations.
  • Demonstrated experience developing, implementing, and supporting environmental compliance programmes, including regulatory reporting, permitting, inspections, and compliance management activities.
  • Working knowledge of pollution prevention, wastewater management, hazardous waste management, chemical management, and environmental management systems.
  • Experience conducting and facilitating risk assessments, hazard identification activities, and incident investigations, with the ability to identify root causes and implement effective corrective actions.
  • Strong project management skills, with experience supporting facility projects, operational improvements, or business-critical programmes within multidisciplinary environments.
  • Excellent communication and stakeholder management skills, capable of presenting complex environmental, regulatory, technical, and business information clearly and credibly to regulators, senior leaders, and multidisciplinary teams.

 

Desirable:

  • Pollution Control Officer (PCO) Accreditation.
  • Experience supporting PEZA-regulated operations.
  • Experience engaging with BCDA, DENR-EMB, PEZA, and other government and regulatory stakeholders, including permitting, inspections, compliance reporting, and regulatory liaison activities.
  • Experience with environmental permitting, compliance management, and regulatory reporting within industrial or manufacturing environments.
  • Experience with wastewater treatment systems, including operation, compliance monitoring, permitting, and environmental performance management.
  • Experience managing hazardous chemicals, hazardous materials, and hazardous waste programmes, including storage, handling, transportation, disposal, and regulatory compliance.
  • Experience with anodizing operations, associated wastewater treatment systems, environmental permitting, chemical controls, and hazardous waste management.
  • Demonstrated experience facilitating and leading HAZID and PHA studies, design risk assessments, and Management of Change (MoC) activities to support safe and effective project delivery
  • Experience with ISO 14001 Environmental Management Systems and ISO 45001 Occupational Health & Safety Management Systems, including implementation, auditing, and continuous improvement activities.
  • Aerospace, defence, MRO, electronics, semiconductor, pharmaceutical, chemical, or highly regulated manufacturing experience.
  • Experience supporting facility projects or major site expansions.
  • Experience managing external consultants and contractors.
  • Experience supporting aerospace special processes including:
  • Penetrant Inspection
  • Media Blasting
  • Chemical Processing
  • Surface Treatments
  • Hydraulic Testing

Additional Information

  • During the initial design and planning phases, this role will be based in Baguio, transitioning to New Clark City once a permanent site office is established. Regular travel between Baguio and New Clark City will be required to support site visits, contractor meetings, regulatory engagements, and project activities, along with occasional international travel to support collaboration with corporate EHS, engineering, and operational teams.
  • This role offers the opportunity to play a foundational leadership role in establishing Moog’s long‑term strategic capability in the Philippines.

Skills Required

  • Bachelor's degree or higher in Environmental Engineering, Chemical Engineering, Environmental Science, or a related technical discipline
