Economic Adviser and Head of Monetary and Economic Department

This role is based in Basel, however, thanks to our status as an international organization, we can hire globally and welcome applications from candidates of all nationalities and located anywhere in the world. Purpose of the job:
Provides intellectual leadership and strategic direction to the full range of economics work undertaken at the BIS in pursuit of the BIS’s mission to support central bank cooperation. As Head of the Monetary and Economic Department (MED) oversee the analytical, statistical and cooperative activities of MED, including through the BIS Committees. As a member of the Bank’s Executive Committee (ExCo), contributes to the general management of the BIS.
Principal accountabilities:
Research
- Identifies key themes for the BIS’s work programme and its external positioning on policy matters. Reflects the Bank’s views in the context of speeches, presentations and publications.
- Carries out and publishes original research in areas of interest to the Bank. Provide intellectual leadership on the research work of other staff in MED.
- Contributes to overseeing the research programmes in both Basel and the representative offices.
- Reviews and contributes to the flagship publications of the BIS including its Annual Economic Report and the Quarterly Review.
Member of ExCo and Bank-wide committees
- Is a member of ExCo, advising the General Manager on the major strategic decisions affecting the running of the Bank.
- Contributes to the broader management of the Bank through ExCo by engaging with other BIS leaders and the Bank-wide committees that report to ExCo.
- Oversees the liaison with the various BIS Committees hosted at the BIS by overseeing the work of the Committee secretariats and ensuring support of the Committees’ activities.
Cooperative activities
- Oversees the preparation of background documents for meetings organised by the BIS, particularly those for the bimonthly meeting of central bank governors.
- Contributes actively to, and is responsible for, the preparation of speeches by the General Manager and the Deputy General Manager.
- Identifies analytical issues of particular interest to the BIS and devises strategies for addressing them in a timely and effective manner.
Statistics
- Sets the strategic direction for BIS statistical activities, identifying areas where the institution can be most effective.
Leadership
- Leads the Monetary and Economic Department. Implements MED’s strategy for providing services to its customers.
- Manages and leads the staff of the department.
- Supports the General Manager and the Deputy General Manager by keeping them abreast of global economic and financial developments.
- Chairs the meetings of the MED management team, which, subject to oversight from the General Manager, prepares the strategic decisions affecting the effective functioning of MED. These include decisions concerning the activities of MED (research and policy analysis, secretariat work for meetings and the provision of statistics and information) as well as required inputs (human resources, IT, budgetary allocations and administrative decisions).
- Ensures effective functioning of MED through strategic resource allocation decisions, coordination and effective information flow. Also takes a leadership role in managing MED’s contribution to external communications of the Bank.
Representation
- As a leading figure in global monetary and economic research, represents the Bank externally through speeches and presentations at high-level meetings.
- Chairs meetings at the BIS and generally attends the meetings of Governors organised by the BIS.
- Leads ad hoc groups (generally involving member central banks) set up to achieve specific objectives.
Qualifications and skills:
- PhD in Economics or Finance or equivalent qualification from a university of international standing
- Outstanding track record and proven leadership in high-impact, policy-oriented research on issues pertaining to monetary and financial stability
- Close familiarity with the functioning of and issues faced by central banks.
- Strong analytical and administrative skills and proven qualities of leadership
- Excellent interpersonal and communication skills
- Outstanding verbal and drafting skills in English
Work experience:
- Has a proven track record as a world-class leader in research and policy analysis relevant to central banks
- 15 years’ or more of experience in a visible, senior position within the monetary and economic realm of a central bank, international financial organisation, leading research institution or private sector financial services organisation
