About the Role

Evidence Action, in partnership with the State Jal Jeevan Mission (JJM) in Andhra Pradesh, is establishing a State Program Management Unit (SPMU) to support the integration of in-line chlorination programs into the state budgets. The Manager, SPMU (Budget & Procurement Expert) will play a critical role in understanding the budgetary processes of the PHED in Andhra Pradesh. This role will also focus on developing detailed documentation and reports that facilitate the inclusion of in-line chlorination programs within state financial planning and procurement processes. 

Roles & Responsibilities of the Position:

●      Lead the development and management of budgets related to in-line chlorination programs within the state JJM frameworks, ensuring alignment with the financial procedures of AP PHED.

●      Collaborate with state officials from AP PHED to ensure that the budgetary and procurement requirements for in-line chlorination programs are met, including the preparation of cost estimates and financial forecasts.

●      Report to EAII Advisors national team on the development of state-specific frameworks, procurement tenders and SOPs that align with national budget guidelines and state priorities.

●      Act as liaison between EAII Advisors and AP PHED on matters related to budget planning and procurement, ensuring smooth communication and resolving any procedural challenges.

●      Develop and organize workshops and training sessions for state and district-level officials on budget management, procurement processes, and financial planning for in-line chlorination devices.

●      Establish and maintain monitoring systems to track ILC program & budgetary allocations, procurement outcomes and ensure compliance with state and national guidelines.

●      Develop comprehensive documentation, reports to support the integration of in-line chlorination in state-level budgets. Ensure that these documents are tailored to meet the requirements of AP PHED.

Requirements

Essential Qualifications & Experience:

  • Master’s/Post Graduate degree in Economics, Public Administration, Public Finance, Business Administration, or a related field.
  • Minimum of 6-8 years of experience in budget management, financial planning, or procurement, preferably within the water sector.
  • Proven experience working with government agencies, particularly in budget planning, and/or procurement processes.
  • Strong understanding of public sector financial processes, especially in relation to rural water supply and sanitation programs
  • Experience in preparing financial reports and documentation for large-scale government projects.
  • Must have excellent communication in Telugu and English.

●      Financial Expertise: In-depth knowledge of budgetary processes, procurement regulations, and financial management in government projects.

●      Strategic Thinking: Ability to align financial planning with organizational and state government goals, ensuring efficient budget allocation for water treatment programs.

●      Leadership: Strong ability to lead subordinates, ensuring successful management of budgets and procurement activities.

●      Communication Skills: Excellent verbal and written communication skills in Telugu, English with Hindi preferred (but not mandatory), with the ability to effectively engage with government officials and stakeholders on financial matters.

●      Problem-Solving: Ability to provide innovative solutions to financial and procurement challenges in a dynamic environment.

●      Analytical Skills: Strong analytical skills to interpret financial data and make evidence-based recommendations.

About the India Safe Water Team

Evidence Action’s program provides safe drinking water to over 10 million people across rural Uganda, Malawi, and Kenya. Recent evidence highlights that water treatment may be among the most cost-effective interventions available to save young children's lives, reducing all-cause child mortality by about 25%. The Dispensers for Safe Water (DSW) program - based on research by a Nobel-winning economist - utilizes an innovative and human-centric design to deliver clean water at the source in rural settings, achieving usage rates which are 5x that of comparable interventions. Evidence Action recently launched a next generation technology, In-Line Chlorination (ILC) in Uganda and Malawi, targeting rural, peri-urban, and urban communities, which has the potential to be even more cost-effective. Over the past year, we’ve more than   in East Africa and are actively exploring opportunities for expansion into new countries.

 In addition to its longstanding work in East Africa, Evidence Action, through its technical partner in India, EAII Advisors, is launching a major technical assistance program to help the government of India reach 17.5 million people with safe water. This complements the Indian government’s effort to bring water access to every household in the country.
