About Safe Water Now
Evidence Action’s program provides safe drinking water to over 10 million people across rural Uganda, Malawi, and Kenya. Recent evidence highlights that water treatment may be among the most cost-effective interventions available to save young children's lives, reducing all-cause child mortality by about 25%. The Dispensers for Safe Water (DSW) program, based on research by a Nobel-winning economist, utilizes an innovative and human-centric design to deliver clean water at the source in rural settings, achieving usage rates which are 5x that of comparable interventions. Evidence Action recently launched a next generation technology, In-Line Chlorination (ILC) in Uganda and Malawi, targeting rural, peri-urban, and urban communities, which has the potential to be even more cost-effective. Over the past year, we’ve more than in East Africa and are actively exploring opportunities for expansion into new countries.
In addition to its longstanding work in East Africa, Evidence Action, through its technical partner in India, EAII Advisors, is launching a major technical assistance program to help the government of India reach 17.5 million people across multiple states with safe water. This complements the Indian government’s effort to bring water access to every household in the country.
The Role
Employment Status: Consultancy (6 months)
The Consultant, will work on a part time basis, closely with the National/Global India Safe Water team. You will be responsible to support our efforts in drafting a pro-forma government tender for in-line chlorination solutions in EAII safe water program. You will leverage expertise in government tender processes, particularly within the health and sanitation sectors, to assist the program team in drafting tenders, identifying critical technical requirements, and ensuring compliance with procurement standards.
Responsibilities
● Drafting Support: Draft top to bottom pro-forma tender for ultimate publishing by district and state governments for tablet-based dosing solutions, ensuring clarity, completeness, and alignment with government procurement standards. Bring experience on how government tenders are structured, what portions are required, and terminology for successful tenders.
● Technical Specifics Identification: Collaborate with the program team to pinpoint where technical specifications are essential in the tender, advising on critical details required for evaluation and compliance.
● Feasibility Vetting: Review and validate the feasibility of technical specifications included, ensuring they are practical, achievable, and aligned with market capabilities.
● Regulatory Compliance: Ensure all tender documents comply with government procurement regulations, guidelines, and best practices, mitigating potential compliance risks.
● Stakeholder Collaboration: Work closely with internal stakeholders, including technical and program teams, to gather input and ensure tender documents meet the needs of the safe water program objectives.
Essential
● Proven experience in drafting and managing government tenders, particularly in sectors related to health, water, or sanitation.
● Deep understanding of government procurement processes, compliance requirements, and best practices.
● Ability to identify and articulate technical requirements in tender documents and assess their feasibility within the market.
● Strong attention to detail and organizational skills to ensure thoroughness and accuracy in documentation.
● Excellent communication skills to collaborate with program teams and government to convey technical requirements effectively.
● Graduate from engineering or technical degree/diploma in chemical, water etc. with more than 15 years of experience in the chemicals/water sector
● Ability to set priority and handle multiple tasks with ease
● Outstanding communication skills in English
Desirable
● Fluency in Hindi/Telugu is desirable
● Prior experience working with public health or sanitation programs in India.
● Familiarity with standards and guidelines related to water treatment or chlorine dosing solutions.

This role is remote based.

Compensation: Competitive and commensurate with the individual's credentials, experience, and previous pay scale.

Evidence Action is a global non-profit operating in seven countries in Africa and Asia. We were founded in 2013 to address a big gap in the fight against global poverty–many of the most promising interventions are either implemented at a very small scale, or not at all.
