This position is responsible for all administrative aspects of the operation of the School Bus and Traffic Safety Section. The position provides managerial direction to 7 Program Supervisor I (District Supervisors) who have a total of 72 Program Coordinator III (Driver Education Program Specialists) whom they supervise. The Program Supervisor II responsibilities include monitoring employees and their assigned tasks; scheduling special assignments and adjusting workloads; setting goals and objectives for the Section; developing work plans to meet those goals and objectives; developing and revising the basic course for school bus drivers, programs for school bus passenger safety, and all other programs and publications of the Section; and undertaking special assignments from the Commissioner and Director of Training and Development.
This position establishes goals, policies, and procedures that maintain and support the mission of the Section. The position is the Section’s direct liaison to the Director for the purpose of establishing planning procedures and formulating short-term and long-range plans and policies consistent with the goals established by the Division. This position prepares, presents
legislative reports as requested and responds to inquiries as required by members of the General Assembly and/or their staff. This position is required to be familiar with the State’s General Statutes, Rules, Federal laws (FMCSA) and rule changes promulgated by the U.S. Department of Transportation which may impact the Section’s policies and procedures.
The Program Supervisor II consults with the Office of the Attorney General on an as-needed basis for interpretation of State and Federal Statutes, Regulations, and any other legal issues that must be resolved.
The position must manage the general administration of the Commercial Driver Education Program and the School Bus Driver Training Program. The duties related to the Commercial Driver Education Program involves interpreting and
enforcing state and federal rules and regulations; writing and disseminating program policies and guidelines; inspecting and licensing commercial schools to ensure they meet the State’s compliance standards; closing and canceling the licenses of schools failing to meet these standards; supervising the activities related to the State’s commercial driving school certification courses (80 hours) throughout North Carolina, supervising the annual mechanical and safety inspection of all commercial driver education school vehicles; and supervising the activities related to the State’s commercial driving school
license renewal programs. The duties related to the School Bus Driver Training Program involves the administrative work associated with the evaluation of school bus drivers to include developing and revising the basic course for school bus drivers. This position is responsible for the programs for school bus passenger safety both in-person and virtual, and all
other programs and publications for the Section.
Customer service, public relations and interpersonal skills are a major part of this job, to include but not limited to working with and on the boards of the Driver Education Advisory Committee (DEAC), NC Operation Lifesaver (NCOL), and NC Pupil Transportation Association (NCPTA). Responding by phone and in person to inquiries from school officials, instructors, district supervisors, and the general public requires a solid understanding of all-applicable state and federal laws, policy and procedures. Face to face interactions in meetings and at public forums require both public speaking and strong customer service skills. This position must be knowledgeable in the latest developments in traffic safety to provide the Commissioner, other Sections, and the general public with information on the various programs of this Section.

Salary Grade and Salary Range: NC17 $60, 881.00-$106.544.00

- Demonstrated ability to initiate and implement administrative programs and procedures, and to evaluate their effectiveness.
- Demonstrated ability to exercise judgement and discretion in establishing, applying, and interpreting a wide range of policies and procedures.
- Demonstrated ability to plan and assign and supervise the work of subordinate employees, and to establish and maintain effective working relationships with agency personnel, officials, and the General Public.
- Experience using Microsoft applications to include specialized systems such as State Automated Driver License System, CTIMS, etc.
- Considerable knowledge of CDL compliance requirements and Federal Motor Carrier Safety Regulations
- Experience as a CDL driver/instructor with a minimum CDL B license with P&S endorsements for two or more years.

Skills Required
