Job Summary

Supervises Reverse Osmosis Water Purification Unit (ROWPU), water treatment, and distribution operations. Serves as the Assistant Operator in Responsible Charge (AORC) and Laboratory Director/Manager, assisting the ORC and acting as alternate responsible operator. Leads the people and processes needed to deliver safe, compliant water purification services while meeting quality, equipment, operational, and cost requirements.

Roles and Responsibilities

  • Supervise 24/7 ROWPU, raw-water, treatment, storage, and distribution operations and remain available whenever the water system is operating.
  • Assist the ORC, serve as alternate responsible operator, and advise management of operational issues, impacts, and risks.
  • Lead staffing, work processes, treatment adjustments, equipment operation, maintenance coordination, and cost-effective service execution.
  • Oversee water sampling, testing, chain of custody, laboratory quality controls, equipment readings, logs, records, and required reports.
  • Serve as Laboratory Director/Manager and ensure personnel proficiency, data integrity, and compliance with applicable drinking-water requirements.
  • Maintain required SOPs, emergency and public-notification procedures, chemical and critical-spares inventories, and maintenance documentation.
  • Ensure compliance with OPNAV M-5090.1, Environmental Readiness Program Manual, DoDM 4715.05, Volume 3, Overseas Environmental Baseline Guidance Document: Water, CNICINST 5090.1B and CNIC M-5090.1A, Navy Overseas Drinking Water Program Ashore, the Camp Lemonnier Drinking Water Sampling Plan, approved methods, and applicable safety and environmental requirements.
  • Supervise, train, schedule, and evaluate operators and laboratory personnel; maintain required certifications and competency records.

Basic Qualifications

Candidate must meet all contractual requirements for the AORC and Laboratory Director/Manager roles.

REQUIRED: Education and Certification Requirement

  • Current Navy Class 2 Water Treatment Operator certification or equivalent.

  • Current Navy Class 1 Water Distribution Operator certification or equivalent.

  • Education and continuing professional development required to maintain Navy operator certifications under CNICINST 5090.1B and CNIC M-5090.1A, Navy Overseas Drinking Water Program Ashore.

  • Technical education and managerial capability commensurate with the onsite drinking-water compliance laboratory.

  • Ability to meet applicable CAC, background investigation, training, and IT/OT access requirements, including SCADA access when required. U.S. citizenship and a security clearance are not required.

REQUIRED: Work Experience

  • Minimum 8 years of direct water treatment, ROWPU, distribution, or closely related experience, including at least 2 years in a supervisory or lead role.
  • Experience operating and maintaining water treatment and distribution systems similar in size, type, and complexity to Camp Lemonnier.
  • Experience supervising continuous utility operations, treatment-process adjustments, emergency response, and operational records.
  • Laboratory management experience sufficient to oversee drinking-water sampling, testing, QA/QC, personnel proficiency, data quality, and compliance reporting.

Preferred Qualifications:

  • Bachelor's degree in chemistry, physical science, chemical engineering, environmental science, water resources, or a related technical field.
  • Experience with reverse-osmosis or expeditionary ROWPU operations in a remote, overseas, or military environment.
  • Experience managing a drinking-water compliance laboratory, including proficiency testing, audits, and quality systems.
  • Experience with SCADA, PLCs, instrumentation, membrane systems, chemical feed, and NAVFAC Maximo or a similar maintenance system.
  • Working knowledge of OPNAVINST 5090.1, OEBGD, CNIC M-5090.1, NSF/ANSI 60/61, and approved drinking-water methods.

Additional Requirements:

  • Must be fluent in English
  • Must possess passport book (not passport card) with at least 12 months of remaining validity AND with at least 4 blank visa/stamp pages remaining
  • Must possess driver’s license with at least 6 months of remaining validity
