The Project Controls Division of the Department of Design and Construction (DDC) seeks a dynamic and forward-thinking Project Controls Director. Operating with wide latitude for independent judgment under the direction of the Associate Commissioner of Project Controls, the Director is responsible for improving the capital project delivery approach by integrating innovative processes and technology. The primary goal of this role is to maximize schedule and cost performance while positioning DDC as a best-in-class Owner in design and construction innovation.
An essential part of this role involves engaging with project delivery stakeholders to understand their processes and pain points in meeting project KPI targets and creating targeted plans to investigate and improve these areas. You will identify key drivers of project performance, uncover correlations between project data and project delivery, and perform analyses to propose recommendations for change assessing their impact on improving KPIs, particularly regarding cost, schedule, and risk. To drive meaningful change within the agency, you will build consensus and buy-in with stakeholders using data, analysis, and visualization techniques.
In this position, you will oversee the development of standards for project documents, data, and retention requirements, establish best practices in document and data governance, and lead the development of standards for advanced data analytics, including the selection of AI-based techniques. You will also stand up the Agency's virtual design and construction practice by developing policies and procedures related to BIM and reality capture, which should be further conveyed in vendor contract requirements. Furthermore, you will identify high-ROI areas within capital delivery to target improvement with innovative processes and technology, developing an innovation strategy, roadmap, and an agency-wide framework for testing innovative approaches with clear success KPIs. Finally, you will develop processes for scaling and institutionalizing these innovative methods, support innovation enablement by engaging with industry partners, and lead the organization of the DDC Innovation Summit.

Qualifications

1. A baccalaureate degree from an accredited college in engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration, and five years of full-time satisfactory experience in the planning, administering or expediting of engineering design, and/or construction, or coordinating a very large engineering project, two years of which must have been in an administrative, managerial, executive or supervisory capacity; or
2. A four year high school diploma or its educational equivalent and nine years of experience as described in "1" above; two years of which must have been in an administrative, managerial, executive or supervisory capacity; or
3. Education and/or experience equivalent to "1" or "2" above. One year of experience credit will be given for: (a) each 30 semester credits of college or university education leading to a bachelor's degree from an accredited college or university in engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration; (b) An accredited Master's degree in one of the disciplines described in "1" above; (c) a Juris Doctor degree, or (d) a valid New York State license as a Professional Engineer, Registered Architect or Landscape Architect. However, all candidates must have the two years of the administrative, managerial, executive, or supervisory experience as described in "1" above.

Skills Required

  • Education/experience equivalency options (one year credit per 30 semester credits toward a bachelor's in listed fields, accredited Master’s in listed disciplines, Juris Doctor, or valid NYS license as PE, RA, or LA)
  • Authorized to work full-time in the United States without need for visa sponsorship (DDC does not sponsor visas)
  • Educational credentials must be from a U.S. Department of Education-accredited institution or have independent equivalency verification for foreign credentials
  • Experience with project controls, advanced data analytics (including AI techniques), BIM, reality capture, document/data governance, and developing innovation strategies for capital delivery
