Job Description Summary:
PayPal is looking for an experienced and hands on engineering leader to run and Engineering Operations team including Developer Experience and efficiency, software delivery pipelines improvements and infrastructure and workflows optimization. You will create and drive these processes across the Small-Medium Business, Credit and Financial Services technology organization and will need to have strong collaborative and technical skills.

Key Responsibilities

Operational Strategy & Execution:
- Develop and implement strategies to improve engineering efficiency, productivity, and alignment with organizational goals.
- Partner with engineering leadership to define and execute key operational initiatives that drive team success.
- Build frameworks for measuring team performance, identifying bottlenecks, and driving continuous improvement.

Tools and Technology:
- Assess, implement, and manage tools and platforms that enhance engineering team productivity (e.g., development tools, software delivery systems, CI/CD pipelines).
- Work closely with DPE, IT, and other technical teams to ensure infrastructure and tools support engineering needs effectively.

Team Leadership:
- Build and lead a high-performing Engineering Operations team.
- Mentor and develop team members to foster professional growth, innovation and operational excellence.

Cross-functional Collaboration:
- Act as a liaison between engineering and other departments, ensuring clear communication and alignment on priorities and deliverables.
- Represent engineering in strategic planning sessions, helping to align technical capabilities with business objectives.

Metrics and Reporting:
- Define and track key performance indicators (KPIs) to measure engineering productivity, quality, and operational efficiency.
- Provide regular updates to senior leadership on operational initiatives, team performance, and areas for improvement.
Qualifications

Experience:
- 10+ years of experience in engineering, technical program management, or operations, with at least 5 years in a leadership role.
- Proven experience in managing large, complex engineering organizations in a fast-paced, technology-driven environment.

Skills:
- Deep understanding of software development processes, agile methodologies, code delivery systems and cloud engineering.
- Strong operational mindset with the ability to identify inefficiencies and implement scalable solutions.
- Excellent leadership, communication, and collaboration skills, with a track record of building and managing high-performing teams.
- Analytical skills to assess performance metrics and drive data-informed decisions.

Technical Knowledge:
- Deep familiarity with modern engineering tools and platforms, such as CI/CD systems, cloud infrastructure, code assessment and delivery and deployment systems, observability tools (Datadog).
- Generative and Predictive AI abilities and systems.

Education:
- Bachelor’s degree in Computer Science, Engineering, or strong related experience required.
