Seneca Holdings is hiring a Director of Proposals in our Chantilly, VA office. This will be on a hybrid schedule. The Director of Proposals works as an integral part of Seneca’s Business Development team and is responsible for managing large and complex direct and competitive award federal IT Services and Products proposals from kickoff to final resolution -- including documents, logging/tracking inputs, communicating with team members [internal and external], and drafting/editing text [notably executive summaries and management and staffing plans].

Responsibilities include, but are not limited to:

  • Manage team of proposal managers to align resources with proposal efforts in concert with the VP of Business Development Operations
  • Provide leadership and mentorship to proposal managers on the team, including professional development, performance management, and goal setting
  • Ensure quality proposals are produced by the proposal management team
  • Review and interpret solicitations to identify critical items required for compliant responses
  • Create proposal schedules and meet deadlines
  • Format/create documents, presentations, and spreadsheets as needed in response to solicitations and tracking internal processes
  • Provide compliant shell proposal outlines, resume templates, past performance templates, draft cover letters, and tailored boilerplate materials
  • Coordinate and schedules meetings (e.g., Kickoff Meetings, Color Team reviews, etc.)
  • Lead status calls
  • Lead activities required to successfully perform Pink, Red, and Gold Team proposal reviews
  • Prepare compliance matrix
  • Conduct compliance reviews for all high value and/or strategic opportunities
  • Draft and edit proposal content
  • Facilitate Win Theme development discussions
  • Facilitate solutioning sessions
  • Integrate Win Themes into proposals
  • Tailor Past Performance and Resumes for the requirements of the RFP and to support Win Themes
  • Manage the PPQ process, completing Contractor sections, insuring the PPQ goes to the correct CPM and checking the status of the client submitting the PPQ
  • Reviewing proposals to ensure sections comply with RFP requirements, contain win strategies, win themes, and comply with format and style criteria
  • Navigate database SharePoint Libraries to gather information
  • Issue/respond to partner data calls
  • Compile, review, and submit proposal questions
  • Review and format resumes for submission
  • Format and white glove documents as needed
  • Ensuring final products are in proposal archive
  • Identify, assess, resolve, and/ or escalate issues as needed
  • Work collaboratively with other corporate organizations and partners
  • Successfully manage $50M+ single award, competitive IT services proposals
  • Manage GWAC ID/IQ Schedule proposals assigned
  • Perform other duties as assigned  

Basic Qualifications:

  • Bachelor’s degree  
  • APMP or Shipley Certification
  • Federal Government proposal management experience (8-10 years)
  • Experience in managing a team (3+ years)
  • Strong time management, organizational, and prioritization skills
  • Excellent writing and editing skills
  • Meticulous attention to detail with a focus on producing quality proposal products
  • Demonstrated ability to work in a collaborative setting and effectively interact with team members
  • Customer service oriented with the ability to prioritize work and meet tight deadlines
  • Ability to work flexible hours as needed – possibly including some nights and weekends
  • Expertise with MS Office suite (Word, Excel, PowerPoint, etc.)
  • Expertise with SharePoint file management and permissions
