Regional Director of Human Resources Services
The Director of Human Resources Services provides strategic and operational HR consulting services to complex and/or multi‑state clients across a variety of industries. This role is accountable for delivering a high‑quality client experience, supporting client retention, and ensuring successful execution of contracted services.
The Director plans, develops, recommends, and implements human resources policies, programs, and practices for assigned clients. This role also provides guidance to client leadership and employees on client‑specific policies, procedures, and HR best practices. Responsibilities include interpreting and improving HR, payroll, and benefits administration processes for multiple clients. The Director supervises support staff, either directly or indirectly, to ensure timely and accurate delivery of services.
This role is based in the regional office in Phoenix, AZ, and includes local travel with occasional overnight travel.
Essential Duties and Responsibilities
Client Services
- Provide HR consulting and support to clients, including guidance on leaves of absence, workers’ compensation, and compliance with applicable state and federal leave laws.
- Interpret client contracts and manage billable work by accurately tracking and reporting time, identifying supplemental services, and collaborating with internal teams to develop proposals for additional services.
- Manage pre‑employment processes, including background checks, references, and other job‑related screening requirements, ensuring confidentiality and compliance with adverse action procedures.
- Maintain personnel files in accordance with regulatory requirements and oversee document retention and destruction processes.
- Manage employee separation processes in compliance with applicable laws and client policies.
- Serve as a primary point of contact for clients and their employees regarding HR policies, benefits, payroll, and compliance‑related questions.
- Advise internal and external stakeholders of potential risks or concerns and recommend practical solutions.
- Build and maintain effective working relationships with client leadership, employees, vendors, and internal teams to support client satisfaction and retention.
- Lead client meetings and prepare agendas, summaries, and reports.
- Develop and manage HR service calendars for multiple clients.
- Conduct HR assessments and prepare findings and recommendations for client presentations.
- Monitor and manage multiple client communication channels, ensuring timely responses, appropriate prioritization, escalation of sensitive issues, and accurate documentation.
- Develop, update, and deliver training content, including webinars.
- Perform other duties and projects as assigned.
HR and Benefits Services for Multiple Clients
- Administer pre‑hire processes, including background checks, drug testing, E‑Verify, assessments, and other client‑specific requirements, in compliance with applicable laws.
- Prepare offer letters and coordinate employment, commission, or other agreements as required by client policies.
- Track applicants in compliance with Equal Employment Opportunity (EEO) and Affirmative Action Plan (AAP) requirements.
- Manage onboarding processes, including new employee orientation, document completion, and records maintenance.
- Create and update job descriptions and determine FLSA classification as needed.
- Address employee relations matters and conduct workplace investigations when required.
- Manage workers’ compensation claims and related documentation.
- Conduct compensation analyses in accordance with applicable pay equity laws.
- Coordinate with internal and external auditors by preparing reports, responding to inquiries, and ensuring accuracy of information.
- Manage unemployment insurance and disability claims, respond to state agencies, and participate in hearings when applicable.
- Support performance management processes using HRIS platforms or established client procedures.
- Administer health, welfare, and retirement plans, including enrollments, terminations, and annual open enrollment activities.
- Provide benefits education and guidance to employees at all levels to support informed decision‑making.
- Coordinate with insurance carriers, brokers, and COBRA administrators to resolve enrollment and coverage issues.
- Address employee inquiries and concerns related to benefit plans, including complex reconciliation and audit matters.
- Manage leave of absence processes in coordination with payroll, benefits providers, and client policies.
- Prepare required data for retirement and benefit plan compliance testing in accordance with DOL and ERISA requirements.
- Support HRIS and benefits system implementations and conversions.
- Prepare and submit government reports related to EEO and AAP compliance within required deadlines.
- Maintain current knowledge of HR laws, regulations, and best practices through professional development activities.
Education and Experience
- Bachelor’s degree in business, human resources, or a related field, or an equivalent combination of education and experience.
- Advanced degree preferred but not required.
- 8–10 years of progressive professional HR experience, including employee relations, performance management, HR administration, payroll, and employment law.
Qualifications, Skills, and Competencies
- Minimum of 3–5 years of HRIS experience.
- Strong analytical, problem‑solving, and organizational skills.
- Effective written, verbal, and presentation communication skills.
- Demonstrated knowledge of applicable state and federal employment laws and regulations, including COBRA, ERISA, FMLA, ADA, ACA, and related programs.
- Ability to communicate clearly and respectfully with a diverse workforce.
- Proven ability to manage multiple priorities, deadlines, and communication channels.
- Strong attention to detail in written materials, reports, and correspondence.
- Ability to understand benefit plan designs and clearly explain information to employees and leadership.
Your base pay is dependent upon your skills, education, qualifications, professional experience, and location. In addition to base pay, some roles are eligible for variable compensation, commission, and/or annual bonus based on your individual performance and/or the company’s performance.
