The Director of Growth, Access & Engagement is a strategic leadership role responsible for supporting IOA’s statewide expansion through business development, community engagement, and partnerships. This role ensures that IOA is positioned as California’s trusted leader in aging services while delivering seamless, responsive, and exceptional experience for all clients entering care.This position reports to the Vice President of Outreach and Brand Strategy and serves as a key thought partner and collaborator in advancing IOA’s statewide expansion and growth strategy. Working in close alignment with the VP, the Director of Growth, Access & Engagement helps shape and execute initiatives that drive market presence, strengthen partnerships, and expand access to IOA’s full continuum of services.
The Director of Growth, Access & Engagement supports the development of scalable referral pipelines, oversees outreach and enrollment strategy, and fosters strong relationships with healthcare partners, managed care organizations, and community-based providers. This position plays a critical role in aligning growth initiatives with operational excellence to ensure timely, equitable access to IOA’s full continuum of services.
Key Responsibilities
Statewide Business Development & Growth Strategy
- In collaboration with the VP of Outreach and Brand Strategy, execute a comprehensive statewide growth strategy to expand access to IOA programs and services
- Develop and maintain high-performing referral pipelines across healthcare systems, managed care plans, community organizations, and government partners
- Identify and pursue new market opportunities aligned with CalAIM, aging policy trends, and regional needs
- Partner with executive leadership to align growth targets with business unit goals and organizational priorities
Outreach, Community Engagement & Brand Leadership
- Oversee and scale statewide outreach and engagement strategies, including community events, provider education, and public-facing initiatives
- Position IOA as a thought leader in aging services through strategic participation in coalitions, panels, and cross-sector partnerships
- Ensure outreach efforts generate measurable B2B referrals and strengthen IOA’s presence across priority regions
- Collaborate with Marketing & Communications to elevate human-centered storytelling and brand visibility
Strategic Partnerships & Referral Network Development
- Cultivate and manage high-value partnerships that generate sustained referral volume across all IOA service lines
- Strengthen cross-functional coordination to ensure clear, consistent, and responsive referral pathways
- Serve as a key ambassador for IOA, fostering trusted relationships with healthcare leaders, community partners, and system stakeholders statewide
Client Enrollment Experience & Access to Care
- Ensure a seamless, client-centered enrollment experience that reflects IOA’s commitment to dignity, responsiveness, and service excellence
- Develop and maintain centralized enrollment pipelines and CRM-driven systems to support efficient intake and conversion
- In partnership with Quality & Performance Excellence and business units, establish best practices for a “wow” start-of-care experience
- Ensure enrollment teams are accessible, culturally responsive, and highly knowledgeable
Data, Performance & Continuous Improvement
- Partner with Business Intelligence to design and maintain enrollment and referral dashboards aligned with growth objectives
- Monitor and optimize conversion rates, referral sources, and regional performance trends
- Drive continuous improvement in workflow design, operational protocols, and client experience outcomes
Innovation, Systems & Technology
- Identify and implement AI and technology solutions to enhance referral intake, streamline data exchange, and improve access to care
- Ensure effective integration between CRM, EHR, and operational systems to support scalable, compliant processes
Managed Care & Operational Alignment
- Supervise managed care authorization & eligibility process for all relevant business units, ensuring that reimbursable care can be initiated quickly, aligns with client electronic health records, and reconciles with claims billing unit
Leadership & Team Development
- Build and lead a high-performing, statewide team across business development, outreach, and enrollment functions
- Foster a culture rooted in IOA values, emphasizing collaboration, accountability, innovation, and service excellence
- Ensure both internal teams and external partners experience strong, relationship-centered engagement with IOA
Impact
This role is central to advancing IOA’s mission by expanding access, strengthening partnerships, and elevating the client experience statewide—ensuring more older adults can age with dignity, independence, and connection.
Compensation:
Range: $160,000 - $170,000/Annual
This amount is not necessarily reflective of actual compensation that may be earned, nor a promise of any specific pay for any specific employee, which is always dependent on actual experience, education and other factors.

- Familiarity with CalAIM, aging policy trends, and regional needs in California
- Experience with CRM and EHR integration and managing CRM-driven intake/enrollment systems
- Supervisory experience overseeing managed care authorization, eligibility, and coordination with billing/claims
- Experience partnering with BI/analytics to design dashboards and monitor conversion/referral metrics
- Proven ability to lead and develop cross-functional, statewide teams and external stakeholder relationships
