Position Overview

The Director, U.S. Government Affairs, will serve as a senior member of MUFG Americas’ Government & External Affairs function, supporting the development and execution of the firm’s federal policy, regulatory engagement, and advocacy strategy in Washington, D.C. The role is responsible for leading engagement across defined policy areas and stakeholder groups, including Congress, the Executive Branch, and federal regulatory agencies. The Director will translate legislative and regulatory developments into actionable insights for senior leadership and business lines, while advancing MUFG’s policy priorities through coordinated advocacy and relationship management. This role operates in close coordination with internal stakeholders and external partners to ensure MUFG’s perspectives are reflected in key policy discussions. The position requires strong knowledge of legislative and regulatory processes, exceptional analytical and communication skills, and the ability to distill complex developments into clear, decision-useful insights.

Key Responsibilities

Strategic Engagement & Advocacy

  • Lead day-to-day engagement with Members of Congress, congressional staff, Cabinet and regulatory agencies, officials and staff.

  • Contribute to the development and execution of MUFG’s U.S. federal advocacy strategy, aligned with enterprise priorities.

  • Serve as a senior relationship manager with key policymakers, regulators, think tanks, and trade associations in Washington, D.C.

  • Represent MUFG’s interests in meetings and forums, advocating for policies that foster financial stability, innovation, and economic growth.

Legislative and Regulatory Policy Engagement

  • Monitor and analyze legislative, regulatory, and other policy developments impacting financial institutions and MUFG’s business and operations.

  • Coordinate MUFG’s positions with peer institutions and strategic partners on matters of shared interest, ensuring alignment across advocacy efforts.

  • Collaborate with subject matter experts to assess the implications of U.S. policy on MUFG’s operations, business model, and clients.

  • Support the development of policy positions, comment letters, and advocacy materials in coordination with ALD/RLP,  RAO and other relevant internal stakeholders.

  • Track activity across key agencies (Federal Reserve, OCC, FDIC, Treasury, SEC) and brief internal stakeholders on emerging issues.

Advisory Strategy & Business Alignment

  • Serve as a trusted resource to senior executives and business leaders on policy developments and political dynamics affecting MUFG’s business.

  • Partner with business lines, including Global Corporate & Investment Banking (GCIB) and Japanese Corporate Banking (JCB), to align policy priorities with business and client objectives.

  • Coordinate across internal stakeholders to ensure consistent messaging and alignment on policy positions.

  • Identify and elevate regulatory and legislative risks and opportunities impacting the firm.

Executive & Internal Communication

  • Develop concise, decision-oriented briefings, analyses, and talking points for executive engagements with policymakers, regulators, and industry leaders.

  • Support internal communications and policy updates for senior leadership, ensuring clarity and consistency across business and functional teams.

  • Partner with Corporate Communications to support MUFG’s positioning in public policy and industry forums.

External & Industry Engagement

  • Coordinate with trade associations, coalitions, and industry partners to advance shared advocacy objectives.

  • Participate in industry working groups and policy forums to enhance MUFG’s visibility and engagement.

  • Support stakeholder engagement efforts, including political participation activities, as appropriate.

Qualifications

  • 10+ years of experience in U.S. government affairs, public policy, or regulatory affairs, including experience engaging on complex legislative and regulatory issues.

  • Significant experience within or closely aligned to the U.S. federal government (e.g., congressional staff, Treasury, Federal Reserve, banking regulators, White House/NEC, or Executive Branch roles).

  • Bachelor’s degree required; advanced degree (e.g., JD, MBA, or public policy, economics, or related field) preferred.

  • Demonstrated ability to operate effectively at senior levels, including briefing C-suite executives and engaging with policymakers and staff.

  • Strong understanding of the U.S. legislative and regulatory landscape, with experience in financial services, markets, and prudential regulation.

  • Demonstrated excellence in policy writing, analysis, and executive communication.

  • Proven ability to build and sustain relationships with policymakers, regulators, and external stakeholders.

  • Experience supporting the development of comment letters and coordinating positions through trade associations is strongly valued.

  • High ethical standards and full compliance with lobbying and disclosure regulations.

The typical base pay range for this role is between $207K - $254K depending on job-related knowledge, skills, experience, and location. This role may also be eligible for certain discretionary performance-based bonus and/or incentive compensation.
