 (Air Navigation Services Division) 

JOB SUMMARY
Reporting to the Deputy Director General, Air Navigation Services, the Director, Aeronautical Information Management (AIM) is responsible for guiding the strategic direction of the AIM Department in the provision of efficient Air Navigation Services (ANS).
The job holder is required to ensure the development of systems and processes to enable the seamless integration of Aeronautical Information Services (AIM) and Obstacle Evaluation and Procedures Development (OEPD) services within the framework of ICAO regulations (outlined in the relevant annexes) and the Civil Aviation Act and Regulations.
The position provides strategic leadership across AIM operations, including the international NOTAM office, flight planning, mapping and charting, obstacle evaluation and airport analysis, and oversees the transition from Aeronautical Information Services to Aeronautical Information Management in line with ICAO Standards and Recommended Practices.
KEY RESPONSIBILITIES
The successful candidate will be required to:

• Provide strategic direction for the AIM Department and develop and promulgate AIM directives
• Control operations and operational standards of all Aeronautical Information Services, including staff scheduling, rostering and training programmes
• Ensure the production and amendment of the AIM Master Plan and the Aeronautical Information Manual of Operations
• Liaise with the regulatory authority and external agencies on all matters concerning AIM operations and any amendments to the AIM approval
• Ensure that operations are conducted in accordance with current regulations, directives, organisational policy and ICAO Standards and Recommended Practices
• Disseminate AIM safety information internally and externally, and ensure receipt and implementation of action in response to any aeronautical information affecting the safety of AIM operations
• Ensure AIM personnel scheduling complies with operational and duty time regulations, and that qualifications of AIM personnel remain current and relevant
• Lead AIM automation initiatives, including preparation of supporting documentation and the development of the AIM web platform
• Manage complex digital databases, aeronautical information exchange models (e.g., AIXM), and System Wide Information Management (SWIM) environments.
• Oversee Obstacle Evaluation & Procedure Design, Publications, International NOTAM Office (NOF) and Aerodrome/Air Traffic Services Reporting Office (AD/ARO) operations.
• Implement and maintain the quality management system (ISO 9001:2015) within the AIM Department in line with Civil Aviation Regulations and ICAO SARPs
• Lead the transition from Aeronautical Information Services (AIS) to Aeronautical Information Management (AIM), including strategy, roadmap and guidance material
• Develop and oversee AIM training documentation, prepare work plans and budgets, and perform other related duties as assigned
• Ensure seamless collaboration with Air Traffic Management (ATM), Meteorology (MET), and other data originators to communicate critical operational changes

• Master’s degree in Aviation Management, or equivalent qualification (i.e., Computer Science, Engineering or Public/Business Administration from a recognised institution

• Ten (10) years’ or more progressive experience at the supervisory or senior level in Air Navigation Services (ANS) and Aeronautical Information Services (AIM) within a civil aviation authority, international organisation, airport or aviation industry environment
• Demonstrable experience in safety management and/or civil aviation safety regulations
• Proven track record of strategic planning, budget preparation and team leadership in an aviation operational environment
• ICAO AIM/AIS training or certification, and experience leading the AIS-to-AIM transition, would be considered an asset

• Sound knowledge of ICAO Annexes 4, 10, 11, 14 and 15, Standards and Recommended Practices (SARPs), and Procedures for Air Navigation Services (PANS) relating to AIM
• Sound knowledge of the Chicago Convention, the Civil Aviation Act and Jamaica Civil Aviation Regulations
• Sound knowledge of the role and function of ICAO, the JCAA and other international and regional civil aviation agencies
• Sound knowledge of strategic planning, budget preparation and control, and Government operations
• Working knowledge of ISO 9001:2015 standards, AIM automation requirements, and the development of air traffic control procedures and aeronautical charts
• In-depth knowledge of ICAO Annex 15 (Aeronautical Information Services) and PANS-AIM, ensuring national compliance and safety oversight.
  Understanding of flight procedures design, Air Traffic Management (ATM), and General
• Knowledge of Flight Information Region (FIR) structures.
• Proficiency in hazard/risk management techniques, data quality assessment, and error analysis to maintain absolute data integrity.

• Strong leadership ability with proven capacity to motivate and develop staff
• Sound analytical skills, sound judgement and effective decision-making ability
• Excellent human relations and stakeholder management skills
• Sound conflict resolution skills and the ability to effectively manage crisis situations
• Sound knowledge of Microsoft Office Suite and other relevant computer application
• Ability to align AIM operational goals with agreed national or regional strategic safety plans
• Capability to analyze complex, time-sensitive aviation situations, weigh risks, and make informed decisions during contingencies
• Excellent written and oral communication to effectively engage diverse stakeholders, regulators, and flight operators.
