MSH is seeking a Technical Lead – Digital Supply Chain for a potential Gates Foundation-funded project in Ethiopia focused on improving last-mile visibility of vaccines and reproductive, maternal, newborn, and child health (RMNCH) commodities. The project will support the Government of Ethiopia to strengthen its digital supply chain ecosystem through improved commodity visibility, digital integration and interoperability, governance, accountability, and data use. The project will assess the existing digital supply chain ecosystem, pilot priority digital integration solutions, and support sustainable scale-up and transition to government ownership. 

 

This position is subject to project award and funding. 

 

OVERALL RESPONSIBILITIES 

The Digital Supply Chain Lead will provide technical leadership for the design, integration, and implementation of the project's digital supply chain architecture and solutions. The Lead will work closely with the Project Lead, Government of Ethiopia counterparts, and technical partners to strengthen interoperability and integration across existing supply chain and health information systems and improve end-to-end visibility of vaccines and RMNCH commodities. 

 

The Lead will guide the assessment of Ethiopia's existing digital supply chain ecosystem, development of the future-state architecture and implementation roadmap, and design and implementation of priority digital integration pilots. The position will ensure solutions are scalable, user-centered, aligned with Ethiopia's national digital health architecture and strategies, and designed for sustainable government ownership. 

 

SPECIFIC RESPONSIBILITIES 

 

Digital Supply Chain Architecture and Technical Leadership 

  • Lead the assessment and mapping of Ethiopia's digital supply chain ecosystem, including systems, data flows, interoperability, infrastructure, and key gaps.  

  • Lead development of the  future-state digital supply chain architecture and implementation roadmap, a ligned with national digital health strategies and architecture.  

  • Provide technical leadership for interoperability, system integration, data exchange standards, master data and registries, and integration of existing transactional supply chain systems.  

  • Ensure digital solutions strengthen existing government platforms and processes rather than create duplicative or parallel systems.  

  • Guide the design, configuration, integration, testing, and implementation of priority digital solutions and pilots to improve end-to-end commodity visibility.  

  • Identify opportunities to apply advanced analytics, automation, AI, and digital decision-support tools to improve forecasting, inventory management, commodity availability, and supply chain decision-making. 

 

Implementation, Data Use, and Government Ownership 

  • Work with supply chain and government counterparts to ensure digital solutions address priority operational and user needs at national, regional, and facility levels. 

  • Support improvements in data quality, availability, visualization, and routine use of supply chain data for operational and strategic decision-making. 

  • Develop technical standards, documentation, specifications, and guidance necessary to support implementation, interoperability, scale-up, and sustainability. 

  • Build the capacity of government technical teams to manage, maintain, adapt, and govern digital supply chain systems and integrations. 

  • Support evaluation of pilot solutions and translate findings into recommendations and requirements for sustainable scale-up. 

  • Support progressive transfer of technical knowledge, tools, and system-management responsibilities to appropriate government institutions. 

 

Coordination and Technical Management 

  • Work closely with the Ministry of Health, Ethiopian Pharmaceutical Supply Service (EPSS), Regional Health Bureaus (RHBs), Ethiopian Food and Drug Authority (EFDA), and other relevant government stakeholders. 

  • Coordinate with technology vendors, implementing partners, donors, local organizations, and other digital health initiatives to promote interoperability, alignment, and efficient use of existing investments. 

  • Provide technical oversight and quality assurance for digital health consultants, technology partners, and subcontractors. 

  • Document and disseminate technical results, lessons learned, and recommendations from digital supply chain implementation. 

  • Contribute to project work planning, monitoring, reporting, learning, and adaptive management. 

  • Other duties as required.  

 

QUALIFICATIONS

  • Postgraduate degree in digital health, health informatics, information systems, computer science, engineering, supply chain management, public health, or related field required. 

  • 7+ years of relevant professional experience designing and implementing digital health, digital supply chain, health information, or related technology solutions in low- and middle-income countries. 

  • Demonstrated expertise in enterprise or solution architecture, interoperability, system integration, data exchange standards, Application Programming Interfaces (APIs), master data/registries, and digital health governance. 

  • Demonstrated experience with digital supply chain or logistics management information systems and applying technology to improve commodity visibility, inventory management, forecasting, distribution, or supply chain performance. 

  • Experience designing, piloting, integrating, and scaling digital solutions within public-sector health systems. 

  • Strong understanding of user-centered design and the organizational, workflow, and change-management requirements associated with successful digital transformation. 

  • Experience with data analytics, visualization, automation, AI-enabled analytics, and/or digital decision-support tools strongly preferred. 

  • Professional experience in Ethiopia's digital health and/or health supply chain ecosystem strongly preferred. 

  • Experience working with the Government of Ethiopia, preferably including the Ministry of Health, EPSS, RHBs, and/or EFDA, strongly preferred. 

  • Demonstrated ability to work effectively with government technical teams, software developers/vendors, supply chain specialists, donors, and implementing partners. 

  • Strong technical leadership, problem-solving, communication, and collaboration skills. 

  • Fluency in English required. Professional proficiency in Amharic or another Ethiopian language strongly preferred. 

  • Candidates currently based in Ethiopia and/or candidates that have work authorization for Ethiopia strongly preferred
