Development Manager - GIS and Data Platforms Experience: 8+ Years in Software Engineering, including 3+ Years in a People Manager or Technical Leadership Role Role Overview The Development Manager leads the design, delivery, and continuous improvement of scalable data and platform engineering solutions. This role combines people leadership, technical direction, and execution ownership to build high-performing teams and deliver resilient, scalable applications and data platforms. The manager works closely with product, architecture, and cross-functional teams to define requirements, drive Agile delivery, strengthen engineering quality, and mentor engineers while ensuring reliable, secure, and scalable systems.
Job Description
Key Responsibilities
- Lead the planning, design, and implementation of software and data engineering solutions, including new capabilities, enhancements, and modernization efforts. - Manage end-to-end delivery for engineering initiatives, ensuring adherence to timelines, quality standards, and business objectives. - Provide technical and organizational leadership to the engineering team, guiding architecture, design reviews, development practices, and operational excellence. - Partner with product, architecture, and stakeholder teams to identify requirements, prioritize work, and align delivery with strategic goals. - Drive Agile execution across the team, monitor project progress, track engineering metrics, and communicate status, risks, and outcomes to leadership. - Oversee the rollout of releases, support production readiness, and improve system reliability, performance,observability, and security. - Build and develop a high-performing team through coaching, mentoring, performance management, and career development. - Promote innovation and continuous improvement by evaluating tools, technologies, and best practices relevant to large-scale data and platform engineering.
Required Skills
- Strong hands-on technical background in software engineering and data engineering. - Experience designing, building, and managing ETL pipelines and large-scale data processing workflows. - Strong understanding of data management concepts, including data quality, governance, lineage, reliability, and performance optimization. - Experience with cloud-based data platforms and services, preferably AWS and modern data engineering ecosystems. - Experience with CI/CD and infrastructure automation tools such as Git, Jenkins, Concourse, Terraform, or similar. - Strong understanding of observability, monitoring, and operational excellence.
- Solid knowledge of development practices and testing frameworks, with strong debugging, problem-solving, and communication skills. - Ability to mentor engineers, influence technical decisions, and balance architectural quality with delivery commitments.
Good to Have
- Experience with GIS technologies. - Experience with network topology, data platforms, or telecom domain applications. - Familiarity with modern API, platform, and cloud-native engineering patterns.
Qualifications
- Bachelor's or Master's degree in Computer Science, Engineering, or a related field. - 8+ years of overall experience in software engineering, data engineering, or data platform development. - 3+ years of experience leading teams as a people manager, technical lead, or engineering manager. - Demonstrated ability to manage delivery, develop talent, and collaborate effectively across technical and business teams.
