Leidos is seeking a Lead Database Administrator/Engineer to serve as the senior technical authority for the on-premises Oracle database environment supporting (GEOINT product dissemination and expurgation processing.) This role will lead the architecture, administration, security, performance, availability, and lifecycle management of mission-critical Oracle databases. That includes spatial data stores that enable accurate, timely dissemination of product packages to internal and foreign partners. The ideal candidate will have deep expertise in Oracle Database engineering, high availability and disaster recovery, patching and upgrades, database security hardening, and automation. They must also have the leadership ability to guide a team of database and software professionals.
This position requires a highly collaborative leader who can engage across multiple offices, set database standards and best practices, mentor junior and mid-level staff, and ensure the database environment meets operational, security, and compliance requirements. Experience operating across multiple security domains is highly desirable. The role also requires a strong public-speaking presence: delivering briefings, advising leadership on database strategy and risk, and acting as the face to the customer for database-related technical discussions and stakeholder engagements.
Primary Responsibilities
1. Database Administration & Engineering
- Serve as the lead administrator and subject matter expert for the on-premises Oracle database environment, including production, test, and development instances.
- Design, build, configure, and maintain Oracle Database environments.
- Administer and optimize spatial data stores, including Oracle Spatial and SDO_GEOMETRY objects, and ArcSDE / enterprise geodatabase integration, to support GEOINT content accuracy and dissemination.
- Plan and execute database upgrades, migrations, consolidations, and capacity expansion.
- Understand Linux/Unix operating systems (Oracle Linux / RHEL) at the database-host level, including file systems, kernel parameters, storage, permissions, and cron scheduling.
2. Patching, Security & Compliance
- Plan, test, and apply quarterly Oracle Release Updates (RUs) and Critical Patch Updates (CPUs) for the database, Grid Infrastructure, and related components.
- Develop implementation, validation, and rollback plans and execute them through formal change-management processes during scheduled maintenance windows.
- Implement and maintain the DISA Oracle Database STIG and organizational security baselines.
- Configure and manage Unified Auditing, Transparent Data Encryption (TDE), role-based access, and least-privilege models. Manage privileged database accounts in line with separation-of-duties requirements.
- Remediate vulnerability scan findings and support RMF/ATO assessments, continuous monitoring, and audit activities.
- Stage and apply patches in restricted or air-gapped environments following approved data transfer procedures.
3. Automation, Performance & Operations
- Perform advanced performance tuning and diagnostics.
- Monitor database health, capacity, and availability.
- Develop and maintain automation for routine database tasks, including health checks, patch verification, backup validation, and account management. Use shell scripting, SQL, Python, and/or Ansible.
- Support and optimize database constructs, schemas, stored procedures, and ingest/validation processes that feed automated expurgation and dissemination workflows.
- Lead root-cause analysis for database incidents and outages, and implement corrective and preventive actions.
4. Collaboration & Cross-Domain Support
- Work across multiple offices and security domains (NIPRNet, SIPRNet, JWICS) to ensure consistent database configurations, secure data movement, and reliable dissemination.
- Partner with systems administrators, software engineers, network, security, and application teams on integration, change coordination, and troubleshooting.
- Engage with stakeholders, product owners, and data users to optimize data structures, performance, and availability.
- Develop and maintain database standards, SOPs, runbooks, architecture diagrams, and configuration documentation.
5. Technical Leadership & Customer Engagement
- Provide technical direction, task assignment, and mentorship to junior and mid-level database administrators and engineers.
- Advise government and program leadership on database strategy, roadmap, lifecycle and end-of-support planning, capacity, and risk.
- Develop and deliver presentations, briefings, and reports to customers, stakeholders, and senior leadership.
- Serve as the primary point of contact for database-related customer briefings and technical discussions, ensuring technical concepts are communicated clearly.
- Facilitate knowledge-sharing sessions and training for internal and external stakeholders.
Basic Qualifications
- 10+ years of Oracle database administration and engineering experience, including 3+ years in a lead or senior technical role
- Bachelor's degree in Computer Science, Information Technology, or a related field; additional years of relevant experience may be considered in lieu of a degree.
- Active TS/SCI clearance with ability to obtain a Polygraph post hire
- Sec+ certification (or DoD 8140-compliant equivalent for the assigned work role)
- Extensive hands-on experience administering on-premises Oracle Database.
- Strong experience with Oracle RAC, Data Guard, ASM, and Grid Infrastructure.
- Advanced SQL skills, including schemas, stored procedures, and database constructs.
- Demonstrated performance tuning experience.
- Experience implementing DISA STIGs, database auditing, encryption, and privileged access controls in a secure environment.
- Proficiency in Linux/Unix administration and shell scripting (Bash/ksh) at the database-host level.
- Understanding of cross-domain data management and security protocols (NIPRNet, SIPRNet, JWICS).
- Strong public-speaking skills and experience delivering briefings and presenting technical concepts to leadership and customers.
