Overview:
Acting as the Senior Manager of Governance & Business Management leads the frameworks, processes, and people that keep IT initiatives aligned to business strategy, delivered predictably, and adopted successfully; oversees a multi‑disciplinary team spanning Business Analysis & Demand Management, Project Management Office (PMO), Change & Release Management, IT Product/User Training, and Quality Assurance and partners closely with Quality Assurance Testing; owns portfolio governance, standards, tooling, and performance reporting to drive transparency, compliance, and measurable outcomes across the IT–Business Services Office.

Requires knowledge, skill and mental development equivalent to completion of four years college preferably with courses in computer science, management information systems, mathematics or statistics supplemented by a master's degree in computer science or a related field and two years of managerial experience in a computer-based management information system.

- Portfolio Governance & Strategy - Lead IT governance processes, portfolio alignment, executive reporting, and strategic planning.
- Project Management Office (PMO) Leadership – Manage project delivery standards, methodology, resourcing, and performance reporting.
- Business Analysis & Demand Management – Oversee intake, prioritization, requirements standards, and demand/capacity balancing.
- Change & Release Management – Govern change control, release readiness, deployment scheduling, and risk mitigation.
- IT Product/User Training & Adoption - Direct training strategy, adoption planning, user enablement, and measurement of value realization.
- Quality Assurance (Process & Product Quality) – Define QA standards, test strategy, and defect management; partner with QA Testing.
- Risk, Compliance, Financials & Vendor Oversight – Maintain audit-ready controls, ensure policy compliance, and manage portfolio financials and vendor performance.
- People Leadership & Organizational Development – Coach and develop team leads and staff; foster continuous improvement and team engagement.
- Performs other duties as assigned.

- Requires ability to anticipate and resolve managerial problems.
- Requires willingness to travel and possession of a valid Illinois driver’s license.
- Requires the ability to lift, carry, and push/pull 0 – 50lbs.

Skills Required
- Completion of four years of college or equivalent (preferably coursework in computer science, MIS, mathematics, or statistics)
- Master's degree in computer science or a related field
- Two years of managerial experience in a computer-based management information system
- Thorough knowledge of management information systems, database administration, systems analysis, and computer communication systems
- Extensive knowledge of research and statistical procedures, program budgeting, and systems modeling
- Ability to implement program evaluations or system assurance and resolve managerial problems
- Willingness to travel
