JOB PURPOSE / SUMMARY
The D-SAFE Technical Manager is responsible for ensuring full compliance with Dusit International’s fire safety and life safety standards (D-SAFE Guidelines) across all Guam properties.
This position serves as the technical coordinator for all MEP systems related to fire protection, life safety, and emergency preparedness. The role requires strong technical knowledge of fire protection systems, meticulous documentation practices, excellent cross-departmental coordination, and an unwavering commitment to the safety of guests and employees.
KEY RESPONSIBILITIES & DUTIES
Fire Safety & Life Safety Program Management
- Coordinate with related Managers and Departments on all fire safety initiatives, evacuation plans, and Emergency Response Team (ERT) technical training.
- Ensure firefighting equipment is available, functional, and strategically positioned; maintain emergency communication systems across all properties.
- Coordinate bi-annual announced fire drills with local fire department participation; conduct and document weekly unannounced drills.
Safety System Inspection, Testing & Maintenance (ITM)
- Develop and maintain cause-and-effect charts; conduct weekly testing covering fire alarm panels, remote annunciators, sprinkler systems, and emergency power.
- Supervise monthly sprinkler valve, fire hose reel, and fire extinguisher inspections; coordinate annual valve maintenance and pressure testing.
- Conduct weekly no-load (15 min), monthly partial-load (30 min), and annual full-load (60 min) emergency generator tests; manage UPS maintenance contracts.
- Inspect and test fire doors, smoke dampers, emergency lighting, exit signage, and stairwell pressurization systems monthly.
Fire Hazard Reduction & Prevention
- Conduct regular fire hazard inspections across all properties; monitor hot work permit procedures and fire watch compliance.
- Coordinate with F&B on kitchen hood suppression maintenance; ensure proper fire-rated compartmentation and electrical system upkeep.
Documentation, Reporting & Cross Departmental Coordination
- Maintain comprehensive D-SAFE compliance tracking; prepare weekly, monthly, quarterly, and annual ITM reports with photo documentation.
- Track and report D-SAFE compliance percentage monthly to Cluster Director; prepare EXCO presentations on D-SAFE status and improvements.
- Daily coordination with Chief Engineers (Steven Rodrin, Miguel Taitano); coordinate with Security, Housekeeping, F&B, HR, IT, Purchasing, and external fire authorities.
Skills Required
- Strong technical knowledge of fire protection and life safety systems (alarms, sprinklers, suppression)
- Experience managing inspection, testing, and maintenance (ITM) programs for fire and emergency systems
- Ability to develop and maintain cause-and-effect charts and testing procedures
- Experience supervising sprinkler, valve, hose reel, and fire extinguisher inspections and maintenance
- Experience planning and conducting emergency generator and UPS testing and managing related contracts
- Proven documentation and reporting skills, including weekly, monthly, quarterly, and annual ITM reports with photo evidence
- Ability to coordinate and conduct announced and unannounced fire drills with local fire departments and ERT training
- Strong cross-departmental coordination skills with Engineering, Security, Housekeeping, F&B, HR, IT, Purchasing, and authorities
- Knowledge of kitchen hood suppression systems, fire-rated compartmentation, and electrical system fire safety
- Attention to detail and commitment to guest and employee safety
