Description:

C3EL is seeking a Cybersecurity Specialist to support the Naval Reactors Laboratory Field Office (NRLFO) Mission Support Division. The position will support implementation and management of classified and unclassified cybersecurity programs, cybersecurity compliance activities, policy development, risk management, vulnerability assessments, and cybersecurity program improvement initiatives. The position will be located on site at Knolls Atomic Power Laboratory in Schenectady, NY. 

Responsibilities will include, but not be limited to:

  • Lead cybersecurity audits, compliance reviews, formal security surveys, vulnerability assessments, and risk analyses.
  • Evaluate cybersecurity policies, system security plans, procedures, and technical controls.
  • Identify vulnerabilities and non-compliance.
  • Develop findings, recommendations, and corrective actions.
  • Develop and maintain cybersecurity policies, procedures, and long-range plans.
  • Advise and train personnel on cybersecurity requirements.
  • Support process-improvement initiatives designed to strengthen NRLFO cybersecurity and IT management practices.

 Minimum Qualifications:
  • U.S. Citizenship.
  • Must be eligible to obtain and maintain a DOE Q clearance. (DoD Top Secret clearance reciprocity may be utilized while DOE adjudication is being completed.)
  • Must have at least one year of specialized experience equivalent to the GS-12 level demonstrating the ability to lead cybersecurity audits, compliance reviews, vulnerability assessments, or risk analyses and identify IT system vulnerabilities. 
  • Must possess comprehensive knowledge of applicable Federal cybersecurity laws, regulations, and directives, including DOE Orders, NNSA policies, DoD instructions, and Intelligence Community directives. 
  • Excellent written and verbal communication skills are required. 

Preferred Qualifications:
  • CISSP, CISM, or similar certification.
  • Cybersecurity policy/SOP development experience.
  • Experience with software design concepts and IT infrastructure.
  • Demonstrated process improvement experience.
  • Experience supporting multiple simultaneous cybersecurity initiatives.

Education:
  • Bachelor's degree in a relevant field plus at least four years of directly relevant experience, OR a Master's degree in a related field plus at least two years of relevant experience.

Skills Required

  • U.S. Citizenship
  • Eligibility to obtain and maintain a DOE Q security clearance or equivalent DoD Top Secret clearance
  • At least one year of specialized experience leading cybersecurity audits, compliance reviews, vulnerability assessments, or risk analyses
