Job Description

Cyber Program Manager

The Bureau of East Asian and Pacific Affairs Office of Regional and Security Policy (EAP/RSP), provides expertise and support for program implementation of cyber and digital economy capacity building programs (i.e. workshops, training, and technical assistance), as well as information facilitation. Duties include planning, budgeting, implementation, and audit, as well as provision expert advice on cyber, counterterrorism, and law enforcement policy in the EAP region and the broader Indo-Pacific. Serves as the EAP bureau's coordinator for counterterrorism and law enforcement policy.

Compensation & Benefits:

Estimated Starting Salary Range for Cyber Program Manager: Pay commensurate with experience.

Cyber Program Manager Responsibilities Include:

  • Duty 1: Program Manager, % Time Spent: 50
  • Manages foreign assistance funding to support program implementation of capacity building programs, including but not limited to planning, budgeting, implementation, and audit for programs, with primary focus on cybersecurity and digital economy capacity building in the EAP region and the broader Indo-Pacific.
  • Communicates regularly with personnel providing logistics support services for all relevant programming, in close coordination with EAP/RSP leadership and the Contracting Officer Representative.
  • Duty 2: Foreign Policy Analysis and Development, % Time Spent: 45
  • Serves as subject matter expert on cyber, counterterrorism, and law enforcement policy in the EAP region and the broader Indo-Pacific.
  • Provides written and oral advice and expertise on geopolitics and security issues in the EAP region and the broader Indo-Pacific.
  • Coordinates with U.S. ally and partner governments, U.S. government counterparts, the private sector, academia and think tanks, and civil society, among others to optimize collaboration, leverage networks, and advance U.S. cyber, counterterrorism, and law enforcement interests in the EAP region and the broader Indo-Pacific. Regularly convenes interagency working groups to share progress and obtain feedback.
  • Briefs and drafts memoranda for leadership, drafts and transmits diplomatic cables, and advises on opportunities to advance U.S. cyber, counterterrorism, and law enforcement interests in the EAP region and the broader Indo-Pacific.
  • Coordinates EAP bureau policy related to counterterrorism and law enforcement issues through close collaboration with the Department of State's Bureau of Cyberspace and Digital Policy, Bureau of International Narcotics and Law Enforcement, and Bureau of Counterterrorism, and by regular communication and collaboration with POCs at EAP embassies who focus on cyber, counterterrorism, and law enforcement issues.
  • Drafts a monthly update on regional cyber, counterterrorism, and law enforcement trends and significant events for EAP leadership.
  • Duty 3: Other Duties, % Time Spent: 5
  • Performs other job-related duties as assigned.

Cyber Program Manager Experience, Education, Skills, Abilities requested:

  • Education: Bachelors (Masters preferred)
  • Experience working on international affairs or foreign policy related to the EAP region required
  • Two (2) years of experience with management of foreign assistance programs
  • Experience with cyber policy issues required, experience with counterterrorism and law enforcement policy issues preferred
  • Knowledge of federal government program management, grants, and contracting
  • Excellent follow through skills
  • Exceptional written and oral communication skills
  • Able to manage multiple projects and assignments efficiently, work in a fast-paced environment, and have a strong attention to detail
  • Motivated and able to work independently with minimal direction and oversight
  • Team oriented professional with mission-driven approach
  • Excellent interpersonal and problem-solving skills
  • Experience of Microsoft Office, Excel, and PowerPoint
  • Secret clearance required, Top Secret clearance preferred
  • Must pass pre-employment qualifications of Cherokee Federal
