Overview
Team Carney's Courseware Developers/Programmers support courses and applications across multiple platforms to ensure optimal performance. They act as subject matter experts in developing, maintaining or redesigning courses within Blackboard, Moodle or similar systems with a high degree of technical skills. In the event of a technical breakdown or outage, Courseware Developers/Programmers ensure customers receive a quick and efficient response.
This is a HYBRID position - One day a week onsite in Linthicum MD.
Minimum Requirements:
- A Bachelor's degree from an accredited university in a field related to information technology and at least two (2) years of progressive experience as an LMS course developer or instructional technologist and programming Section 508-compliant and SCORM-conformant asynchronous eLearning courses using a variety of applications and internet technologies.
- OR
- In lieu of a degree, at least five years of similar relevant work experience working with LMS, developing and programming Section 508-compliant and SCORM-conformant asynchronous eLearning courses using a variety of applications and internet technologies.
- Current Security Clearance/ Eligibility at the Secret level
- Minimum of two (2) years of experience rapid eLearning authoring tools such as Adobe Captivate/Animate, Articulate Storyline, and Adobe Professional Suite to create, develop, or manipulate assets for eLearning courses.
- Experience in providing technical support for technical programs.
- Experience with internet protocols such as XML, PHP, HTML, Cascading Style Sheets, and Section 508 requirements.
- Two years of experience generating and interpreting student/performance data to track outcomes, guide improvement or promote student learning.
- Experience supporting deployment and testing of asynchronous eLearning courses on LMSs as well as open-source learning platforms and web formats.
- Experience interfacing with internal and external customers in a high-volume environment.
Preferred Requirements
- Experience integrating emerging technologies that support learning (ex. Turnitin, ePub, BigBlueButton) for a seamless experience.
- Experience facilitating and communicating complex learning concepts effectively using a Learning Management System.
- Experience with project management (waterfall or Agile)
- Experience with Microsoft Office 365 Applications.
- Two (2) or more years of experience developing web applications for rapid deployment
- Experience utilizing accessibility testing tools like ANDI, JAWS, and JAWS Inspect to ensure developed content adheres to Section 508 guidelines and web accessibility standards.
- Experience managing SharePoint Lists and Libraries
- Experience with Microsoft Office 365 Applications
- Proficiency in developing intricate HTML5 games using JavaScript, ensuring cross-browser compatibility, mobile responsiveness, and adherence to Section 508 accessibility standards.

Salary is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws.
The projected compensation range for this position is provided within the posting and is based on full-time status. Part-time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements) and is just one component of Team Carney's total compensation package for employees.
