Country Manager

Job Purpose

To take ownership of all Operations, including, Governance, Compliance and Information Technology for the Tanzania lottery. To direct and control the lottery operations, including governance, legal and regulatory compliance, information technology, finance, sales and marketing, logistics and facilities, operations and field services, human resources, and stakeholder engagement with the Gaming Board of Tanzania (GBT).

Strategic impact of the role

The Country Manager is responsible for providing strategic leadership, direction, and overall accountability for the establishment, growth, and sustainability of Company’s operations. The role is responsible for developing and executing the Tanzania country strategy in alignment with Executive Committee objectives, driving commercial growth, operational excellence, regulatory compliance, profitability, and long-term market positioning.

The Country Manager oversees all aspects of the lottery business, including Lottery Operations, Sales, E- Commerce and Marketing, Finance, Technology, Logistics, Facilities, Human Resources, and external stakeholder relationships with regulators, government authorities, retailers, business partners, and service providers.

As the senior representative of the Company, the Country Manager is accountable for driving business performance, strengthening stakeholder relationships, developing organisational capability, managing business risks, and ensuring sustainable growth while maintaining alignment with Organization Group objectives.

Job Responsibilities

• Provide strategic leadership and overall accountability for Organization’s operations, ensuring alignment with the Group's objectives.

• Develop and execute the Tanzania country strategy, annual business plans, budgets, and operational priorities.

• Take full ownership of all lottery operations, including governance, compliance, information technology, sales and marketing, finance and accounting, logistics and facilities, operations and field services, human resources, and technology operations.

• Manage the relationship and engagement with the Gaming Board of Tanzania (GBT) and represent Company in all strategic stakeholder engagements.

• Drive business growth by achieving sales, revenue, profitability, and operational performance targets.

• Oversee the effective management of lottery operations, retail operations, e-commerce platforms, field services, logistics, and external business partners.

• Ensure operational excellence through continuous improvement, efficient service delivery, and an enhanced customer experience.

• Oversee financial planning, budgeting, resource allocation, expenditure control, and profitability.

• Ensure compliance with statutory, regulatory, licensing, governance, and WLA Standards, while maintaining sound risk management and internal control frameworks.

• Promote ethical leadership and ensure audit readiness through the implementation of audit recommendations and industry best practices.

• Build and maintain strategic relationships with regulators, government authorities, retailers, suppliers, business partners, and other key stakeholders.

• Lead, coach, and develop high-performing teams by promoting collaboration, accountability, succession planning, talent development, and employee engagement.

• Provide strategic oversight of technology operations, ensuring information security, technology governance, business continuity, operational efficiency, and future business growth.

• Monitor business performance, prepare operational and sales reports, and provide regular updates to the Executive Committee and Board.

• Drive sustainable business growth while strengthening organisational capability and managing business risks.

Requirements

• Bachelor's degree in business management, Commerce, Finance, Economics, Technology, or related field.

• Master's degree in business administration (MBA) or related qualification is a plus

• Additional qualifications in leadership, strategy, governance, finance, or risk management.

• 15+ years' progressive experience in business leadership, commercial management, or executive roles, with at least 5–8 years at senior management/executive level.

• Proven experience as a Country Manager, Managing Director, General Manager, Chief Operating Officer, or equivalent senior leadership position.

• Demonstrated success in managing a business unit/country operation with accountability for strategy, revenue growth, profitability, governance, and operational performance.

• Previous experience in the gaming, sports betting, lottery, fintech, telecommunications, FMCG, or other regulated industries, with proven experience in leading and managing sports betting or gaming operations.
