Serves as the primary SME responsible for delivering comprehensive cost and pricing support across the full spectrum of FRTIB contractual instruments — from micro-purchases through large contracts, including Government Purchase Cards, Interagency Agreements, BPAs, Task/Call Orders, and all federal contract types.
Key Responsibilities- Develop Independent Government Cost Estimates (IGCEs) using commonly accepted cost estimating methodologies
- Identify appropriate cost estimating approaches relative to procurement nature and size
- Draft cost proposal preparation instructions for RFQs and RFPs, including sample cost exhibits
- Develop price evaluation plans
- Review and analyze cost proposals, quotations, and bids for pre-award price/cost analysis
- Compile and maintain Agency historical cost data to support development of an FRTIB cost database
- Review contractor pricing submissions for all pricing components
- Validate option pricing prior to exercise for currency and reasonableness
- Assist with cost/price analyses related to contract terminations
- Review, maintain, and recommend improvements to FRTIB's cost estimating structure
- Extensive experience in federal government cost estimating and price analysis
- Demonstrated expertise in developing IGCEs using parametric, analogy, engineering, and/or actual cost methodologies
- Experience drafting cost proposal instructions and evaluating cost/price proposals in competitive procurements
- Strong knowledge of FAR Part 15 cost/price analysis requirements, FAR Part 31 cost principles, and price reasonableness evaluation techniques
- Experience supporting Contracting Officers in pre-award and post-award cost/price determinations
- Proficiency in spreadsheet modeling and cost database development (Excel advanced)
- Ability to compile, analyze, and present historical cost data trends
- Strong analytical and written communication skills
