Aptive Resources LLC is seeking a Contracting Officer's Representative (COR) Assistant to support the ICE Health Services Corps (IHSC) in providing quality healthcare services to individuals in the custody of ICE. IHSC operates within Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO), under the Department of Homeland Security (DHS), and relies on USPHS Commissioned Corps Officers, civil service staff, and contractors to maintain an integrated healthcare delivery system aligned to nationally recognized correctional, detention, and residential healthcare standards.


The COR Assistant plays a key administrative and liaison role, supporting document review, electronic recordkeeping, and communication across a multi-stakeholder environment involving vendors, applicants, the Personnel Security Unit, and Contracting Officers. This role requires strong attention to detail, sound judgment in handling sensitive information, and the ability to prioritize both routine and high-priority tasks in a fast-moving environment.

Primary Responsibilities
  • Receive, review, and execute appropriate action based on review of received security documents
  • Perform extensive and detailed electronic recordkeeping functions in accordance with program policies
  • Perform appropriate electronic and verbal communication based on applicant document review and changes in applicant PSU status
  • Maintain a high level of proficiency and ease of use with Excel spreadsheets, SharePoint, and Microsoft Office
  • Act as liaison between the vendor, applicant, Personnel Security Unit, Contracting Officers, and other stakeholders with a need-to-know status
  • File and maintain documents containing sensitive PII in accordance with agency policy
  • Review documents for discrepancies in data reporting, clarify, and reconcile through a standardized process
  • Attend and participate in staff meetings as established
Minimum QualificationsMinimum Qualifications
  • A combination of education, training, and experience that provides the knowledge, skills, and abilities to perform the duties and responsibilities of this position (degree-issuing institution or program must be accredited by an entity recognized by the U.S. Department of Education)
  • Minimum of one year of direct experience with, and a high level of proficiency in, Microsoft Office programs, specifically Word, Excel, Outlook, and SharePoint
  • Ability to critically review documents and determine appropriate disposition according to program requirements
  • Ability to establish and maintain appropriate boundaries with various stakeholders
  • Ability to prioritize a spectrum of duties, from routine to unexpected high priority
  • Ability to establish and maintain positive working relationships in a multi-stakeholder environment
  • Exceptional verbal and written communication skills, including understanding of appropriate email etiquette
  • Ability to communicate proficiently in English, both verbally and in writing, to develop positive rapport with vendors, applicants, co-workers, and other stakeholders
  • Ability to navigate an electronic work environment, including web-based training and communications
  • Knowledge of HIPAA and Privacy Act regulations regarding confidentiality of applicant information and Personally Identifiable Information (PII)
  • Strong oral and written communication skills, strong organizational skills, attention to detail, critical thinking skills, and the ability to work independently
  • Integrity, honesty, and unquestionable ability to maintain confidentiality
Licensure/Certification
  • This position does not require licensure or certification
Security Requirements
  • DHS's Personnel Security Unit (PSU) must render an Initial Preliminary Favorable Fitness Determination for candidates to be considered qualified
  • A Complete Favorable Fitness Determination must be rendered by PSU upon completion of initial and subsequent background investigations
  • An additional non-disclosure statement is required for this position
On-Call Requirements
  • IHSC operates 24/7/365; this position may be required to respond during an emergency activation
  • On-call availability is not otherwise required for this role
Physical Requirements

While performing the duties of this job, the employee is regularly required to sit for prolonged periods and make frequent use of common office technology such as computers and telephones. The employee may occasionally need to lift, carry, or move up to 30 pounds.
