Job Title: Contract SpecialistLocation: Norfolk, VA


Introduction: Rivet Operations Company LLC is seeking qualified Contract Specialists to support a federal acquisition program focused on Aids to Navigation (ATON) contracts and related contracting functions. This effort supports the timely administration of approximately 24 ATON contracts involving buoy maintenance, buoy, chain and bridle fabrication, lanterns, and other navigation hardware and components. The role also supports broader cradle-to-grave simplified acquisition activities tied to waterway operations and maintenance requirements.


Position Overview: Contract Specialists will provide acquisition and contract administration support to government contracting officers, with a primary focus on ATON program requirements. The team will help address staffing shortages, maintain continuity of contract administration, and ensure critical contract actions are executed efficiently and in accordance with applicable regulations and procedures.

Essential Duties and Responsibilities: (Not listed in order of importance; other duties may be assigned) and must be able to perform the following:• Provide pre-award and post-award contracting support to government contracting personnel• Support administration of indefinite delivery contracts and related task orders• Assist with cradle-to-grave simplified acquisitions• Prepare, review, and process contract documentation and acquisition packages• Conduct price analysis and cost analysis• Support negotiations and contract modifications• Apply federal contracting procedures, socioeconomic policies, and contract administration principles• Support acquisitions using a range of contract types and source selection methods, including best value and LPTA• Coordinate actions to support continuity and efficiency across ongoing and future contracting activities

Requirements

Qualifications:• Minimum of 5 years of formal contracting experience• Experience performing federal acquisition duties under the FAR in a GS-1102 or equivalent role, or as a contractor providing comparable acquisition support to a federal agency• FAC-C Professional certification, or current DHS/USCG standard equivalent certification• Demonstrated experience in:• Pre-award and post-award contracting support• Price and cost analysis• Federal contracting procedures• Socioeconomic policies• Negotiation• Contract administration• Working knowledge of the Federal Acquisition Regulation (FAR)• Experience with multiple contract types and source selection approaches, including best value and LPTA• Strong written, analytical, and organizational skills

Preferred Qualifications:• Experience with U.S. Coast Guard contracting processes and regulations.

Physical Requirements:Work may involve sitting or standing for extended periods of time. Position may require typing and reading from a computer screen. Must have sufficient mobility, including but not limited to bending, reaching, and kneeling to complete daily duties in a timely and efficient manner. There is a possibility that due to parking availability and location of work, walking moderate to long distance may be required. Possible lifting up to 25 lbs.
